Žemės ūkio ministro Kęstučio Navicko vizija, jog ūkininkai susikooperuotų, sukurtų logistikos centrus ir tų centrų žemės ūkio produkcija patektų ant vartotojų stalo, įgauna realius kontūrus. Penktadienį įkasta ateities kartoms skirta simbolinė kapsulė pirmojo regioninio logistikos centro pamatuose Kėdainių rajone, Aristavos kaime. Čia per porą metų bus įrengtas itin modernus 1414,42 kv. m logistikos centras su prekybinėmis patalpomis, kuris padės žemdirbiams vykdyti trumpųjų maisto tiekimo grandinių veiklą.
Projektą ,,Regioninio lygmens logistikos centro kūrimas” pagal Lietuvos kaimo plėtros 2014-2020 m. programos priemonės „Bendradarbiavimas“ veiklos sritį „Parama trumpoms tiekimo grandinėms ir vietos rinkoms skatinti vietos lygmeniu“ kartu su partneriais įgyvendina UAB „Žemtecha“ . Šiam projektui skirta 1 229 699 Eur Europos Sąjungos ir šalies biudžeto lėšų.
Įgyvendinus projektą bus pastatytas ne tik logistikos centras, bet ir įsigyta nauja technika bei saulės baterija, skirta centro reikmių tvaresnei plėtrai.
„Esame dėkingi Žemės ūkio ministerijai, Nacionalinei mokėjimo agentūrai, Kėdainių rajono savivaldybei už efektyvų darbą ir paramą įgyvendinant tokio didelio masto projektą. Jis rodo, kad Lietuvoje gali egzistuoti efektyvus viešojo ir verslo sektorių bendradarbiavimas siekiant sukurti kuo palankesnes sąlygas mūsų šalies ūkininkams konkuruoti su atvežtine produkcija, o galutiniam vartotojui gauti Lietuvoje užaugintą produkciją“, – sako projekto įgyvendintojai.
Pasak ministro K. Navicko, trumpoji tiekimo grandinė yra trumpiausias kelias nuo ūkininko lauko iki vartotojo stalo, aplenkiant visus tarpininkus. Kuo mažiau tarpininkų, tuo didesnis žemdirbio uždarbis ir tuo mažesnė kaina galutiniam vartotojui. „Labai svarbu, kad mūsų ūkininkai taptų konkurencingi, patys galėtų tiekti savo produkciją tiesiai logistikos centrams, o ne perdirbėjams ar tarpininkams. Džiaugiamės, kad šis naujas projektas ne tik skatins inovacijas žemės ūkio sektoriuje, bet ir padės aktyviau bei efektyviau integruoti žemdirbius į žemės ūkio ir maisto produktų grandinę, paskatins juos būti aktyvesniais rinkos dalyviais“, – sako ministras.
Pagrindinis palengvinimas, kurį ūkininkams suteikia logistikos centras, – tai dalyvavimas viešuosiuose pirkimuose. Pasak ministro K. Navicko, šis centras galės užsiimti maisto produktų krepšelio formavimu ir dalyvauti savivaldybių arba valstybės valdomų įstaigų, įmonių organizuojamuose viešuosiuose žemės ūkio ir maisto produktų pirkimuose, kad vartotojai gautų šviežio, sveikatai palankaus maisto iš vietos gamintojų.
Projekto įgyvendintojai tikisi, kad Lietuvoje pradės efektyviau veikti „žalieji pirkimai”, kas leistų jiems, įgyvendinus šį projektą, regiono ūkininkams sukurti ypač palankią konkurencinę aplinką, o galutiniam vartotojui gauti regione užaugintą, lietuvišką produkciją.
Žemės ūkio ministerijos skaičiavimais, Lietuvoje užtektų trijų logistikos centrų, plėtojančių trumpąsias maisto tiekimo grandines.
Trumpoms tiekimo grandinėms didelė reikšmė teikiama ir Lietuvos žemės ūkio ir kaimo plėtros 2023–2027 metų strateginiame plane. Tikimasi, kad naujuoju finansiniu laikotarpiu trumpųjų tiekimo grandinių plėtra bus dar aktyvesnė. 2023–2027 m. tam skirta 10 mln. Eur. Vidutinė paramos suma projektui bus diferencijuojama pagal jo tikslus ir apimtis.
Išlieka svarbi sąlyga, kad parama bus skiriama projektams, kuriuose dalyvauja ne mažiau kaip du subjektai, užsiimantys žemės ūkio, maisto produktų gamyba, perdirbimu, rinkodara, maisto produktų realizavimo (prekybos jais) veikla.
