Lietuvai pirmininkaujant Europos Tarybos (ET) Ministrų komitetui, liepos 4 d. Vilniuje pirmą kartą Baltijos šalyse rengiama aukšto lygio konferencija dėl Europos socialinės chartijos. Joje susitiks Europos socialinės politikos lyderiai, parlamentarai, tarptautinių organizacijų, socialinių partnerių, pilietinės visuomenės ir akademinės bendruomenės atstovai – per 250 dalyvių, kurie ne tik tarsis, kaip paspartinti valstybių narių įsipareigojimų pagal Europos socialinę chartiją įgyvendinimą, bet ir pasirašys juos akcentuojančią politinę deklaraciją.
Surengti tokią konferenciją pernai gegužę pasiūlyta ketvirtajame Europos Tarybos (ET) viršūnių susitikime Reikjavike ir Lietuva yra pirmoji ET valstybė narė, sutikusi tai įgyvendinti. Ši konferencija – vienas svarbiausių Lietuvos pirmininkavimo ET Ministrų komitetui renginių.
Pasak socialinės apsaugos ir darbo ministro Vytauto Šilinsko, tai istorinis susitikimas ne tik todėl, kad pirmą kartą apskritai vyksta Baltijos šalyse, jis istorinis ir dėl ketinamų priimti sprendimų.
„Vilniuje ši konferencija rengiama labai simboliniu metu, kai Europa išgyvena ypatingai sudėtingą laikotarpį. Tai kaip niekada anksčiau skatina siekti naujo ir bendro, realijas atitinkančio požiūrio į socialinių teisių svarbą. Sieksime susitarimo dėl tokios Europos socialinės chartijos, kuri tarnautų žmonėms ir atlieptų šių dienų poreikį, ekonominę situaciją, geopolitinį kontekstą, kertiniu akmeniu ir toliau paliekant socialinio teisingumo siekį, būtiną demokratiniam stabilumui ir saugumui Europoje“, – akcentuoja V. Šilinskas.
Konferencijos metu planuojama pasirašyti politinę deklaraciją, kurioje bus akcentuojama tvirtos ir veiksmingos socialinių teisių sistemos svarba ir pabrėžiama, kad karinė agresija yra nesuderinama su ET valstybių įsipareigojimais žmogaus teisių ir socialinių teisių srityse. Taip pat konferencijos metu ET valstybės ir kitos tarptautinės institucijos dar kartą įtvirtins savo solidarumą su Ukrainos žmonėmis.
Ši konferencija yra svarbus žingsnis stiprinant ET valstybių narių įsipareigojimus saugoti ir įgyvendinti socialines teises, kurias garantuoja Europos socialinė chartija, ir siekti socialinio teisingumo.
Renginį organizuoja Socialinės apsaugos ir darbo ministerija (SADM) kartu su ET ir Užsienio reikalų ministerija.
SADM primena, kad gegužės 17 d. – lapkričio 13 d. Lietuva pirmininkauja Europos Tarybos (angl. the Council of Europe) Ministrų komitetui. Tai jau antrasis Lietuvos pirmininkavimas nuo įstojimo į ET. Daugiau informacijos apie Lietuvos pirmininkavimą.

Europos socialinė chartija yra vienas iš svarbiausių ET dokumentų. ET socialinę chartiją, priimtą 1961 metais Turine, gali pasirašyti ir ratifikuoti visos valstybės. Ji įsigaliojo 1965 metais ratifikavus pirmosioms penkioms valstybėms – ET narėms. Pirmosios Socialinę chartiją ratifikavusios šalys buvo Jungtinė Karalystė, Švedija, Norvegija (visos 1962 m.), Airija (1964 m.) ir Vokietija (1965 m.). Lietuva Europos socialinę chartiją ratifikavo 2001 m. Įsigaliojusi Socialinė chartija buvo tobulinama papildomais protokolais.
ET socialinė chartija – kompleksinis dokumentas, apimantis labai daug ekonominių-socialinių teisių. Kasdienėje kalboje šį dokumentą specialistai kartais vadina Europos socialinių teisių konstitucija, nes jame yra nuosekliai išdėstytos visos pagrindinės žmonių socialinės-ekonominės teisės.
