Spalio 8 d. įvyko Sienų valdymo ir vizų politikos finansinės paramos priemonės, įtrauktos į Integruoto sienų valdymo fondą ir Vidaus saugumo fondo 2021–2027 m. programų, kurioms vadovauja Vidaus reikalų ministerija, Stebėsenos komiteto 10-asis posėdis.
Posėdžio metu pristatyta SVVP ir VSF programų daroma pažanga: projektų vykdytojų pasiekti rodikliai, ES lėšų investavimo sparta, komunikacijos veikla, horizontaliųjų principų taikymas, atsiskaitymas Europos Komisijai. Stebėsenos komiteto posėdyje dėmesys skirtas Specialios tranzito schemos (STS) finansavimo poreikiui bei administravimo tobulinimui po 2027 m.
„Džiaugiuosi, kad Europos Sąjungos lėšos, administruojamos per vidaus reikalų fondus, šiame etape yra sėkmingai investuojamos. Sutaupytos lėšos, Stebėsenos komitetui pritarus, bus rekomenduojamos skirti STS įgyvendinime dalyvaujančių pareigūnų darbo užmokesčiui padidinti bei pačių statutinių tarnybų reikmėms atliepti. Gyvename nesaugioje kaimynystėje ir padidėjusių geopolitinių įtampų metu, todėl turime maksimaliai užtikrinti mūsų valstybės vidaus ir išorės saugumą“, – teigė vidaus reikalų viceministras, Stebėsenos komiteto pirmininkas Arnoldas Abramavičius.
Susidarius projektuose nepanaudotoms lėšoms ir išaugus su STS veikla susijusiems kaštams, papildomą finansavimą (beveik 5 milijonus Eur) rekomenduota skirti Valstybės sienos apsaugos tarnybos pareigūnų atlyginimams, tarnybos transporto išlaikymui ir kt.. Lietuvos policijai papildomai siūloma skirti 2 mln. Eur. Šios lėšos atiteks STS schemą vykdančių darbuotojų atlyginimams ir policijos transporto priemonių eksploatacijos išlaidoms.
Be to, posėdyje rekomenduota pradėti finansuoti 2 naujus STS projektus: „Kenos GPKP vaizdo stebėjimo sistemos modernizavimas“ (166 560, 00 Eur) ir „Vaizdo stebėjimo sistemos geležinkelio ruože Kena–Vilnius–Kaunas–Kybartai modernizavimas“ (585 076,00 Eur).
Taip pat posėdyje buvo svarstomi ir priimti sprendimai dėl 2021–2027 m. SVVP ir VSF programų veiksmų įgyvendinimo plano pakeitimų. Europos Komisijai skyrus papildomą 2 133 333,00 Eur finansavimą, SVVP 2021-2027 m. programos veiksmų įgyvendinimo planą pasiūlyta papildyta nauju konkrečiu veiksmu „Parama valstybėms narėms plėtojant pažangias sienas”, Nr. BMVI/2024/SA/1.5.1, ir pagal šį veiksmą numatytais įgyvendinti dviem projektais: „AIS ir ETIAS nacionalinės dalies sukūrimo užbaigimas ir pritaikymas integracijai ir sąveikai su didelės apimties IT architektūra“ (už 1 712 089,10 Eur) bei „SIRENE informacinės sistemos ir nacionalinių procesų plėtojimas“ (už 524 109,01 Eur).
Stebėsenos komiteto 10-ajame posėdyje CPVA atstovas pristatė naujausią informaciją apie projektų įgyvendinimo planus ir projektų sutartis. Posėdyje abiejų programų laikotarpio vidurio vertinimą kartu su rekomendacijomis pristatė jį atlikę nepriklausomi vertintojai iš UAB „Smart Continent LT“.
