2024–2025 mokslo metais į valstybės finansuojamas sveikatos priežiūros specialistų rengimo programas ir studijų vietas Sveikatos apsaugos ministerija (SAM) siūlo priimti 304 asmenimis daugiau, nei ankstesniais mokslo metais.
Sveikatos apsaugos viceministro Aurimo Pečkausko teigimu, kartu su kitais ministerijos vykdomais sveikatos priežiūros specialistų rengimo, pritraukimo ir profesijos prestižo didinimo pokyčiais, tai svarbus žingsnis sprendžiant šių specialistų trūkumo problemą: „sveikatos priežiūros specialistų pritraukimas ir rengimas – svarbus prioritetas, siekiant užtikrinti sklandų ir kokybišką sveikatos sistemos veikimą ir mūsų gyventojų sveikatą. Džiaugiamės, kad matydami vis didėjantį šių specialistų poreikį, galime pasiūlyti labai konkrečias priemones jų skaičiaus augimui“.
Švietimo, mokslo ir sporto ministerijai bei Vyriausybei pritarus, kitais mokslo metais sveikatos priežiūros specialistus rengiančiose valstybės finansuojamose programų ir studijų vietose galės studijuoti 2 886 asmenys. Studijoms ir vientisosioms studijoms siūloma skirti 201 valstybės finansuojamų vietų daugiau, nei 2023–2024 mokslo metais, iš jų vientisosioms medicinos krypties studijoms siūloma skirti 20 valstybės finansuojamų vietų daugiau, vientisosioms farmacijos studijoms – 11 vietų daugiau.
Prioritetas skiriamas šiuo metu labiausiai trūkstamų specialistų – slaugytojų, slaugytojų padėjėjų – parengimui. Į valstybės finansuojamą slaugytojo padėjėjo modulinę profesinio mokymo programą numatyta priimti 103 asmenimis daugiau, į slaugos studijas kolegijose – 50 asmenų daugiau, o į slaugos ir akušerijos studijų kryptį universitetuose priimti 33 asmenimis daugiau nei 2023–2024 mokslo metais.
Planuojama, kad 2024–2025 mokslo metais į valstybės finansuojamas medicinos rezidentūros studijas bus priimti 365 asmenys, į odontologijos rezidentūros studijas – 12.
Daugiausia 2024–2025 mokslo metais valstybės finansuojamų rezidentūros studijų vietų skirta šeimos medicinos rezidentūros studijų programai – 83, anesteziologijos ir reanimatologijos – 23, vidaus ligų – 22, psichiatrijos – 21, skubiosios medicinos – 18.
Šiuos siūlymus dėl valstybės finansuojamų vietų suformavo Nacionalinės sveikatos sistemos specialistų rengimo valstybinio užsakymo formavimo komitetas (VUK), o Švietimo, mokslo ir sporto ministerijai pateikė SAM.
Formuojant valstybinį užsakymą naudojamas praeitais metais atnaujintas sprendimų priėmimo procesas, kuris yra paremtas gilesne sveikatos priežiūros specialistų poreikio analize. Išplėtus VUK sudėtį ir patariamąjį socialinių partnerių ratą, sprendimai priimami skaidriau ir geriau atitinka visuomenės bei gydymo įstaigų poreikius. Plačiau apie naują valstybinio užsakymo formavimo tvarką skaitykite ČIA. Taip pat Ekspertų tarybos, formuodamos įžvalgas, o VUK formuodamas siūlymus rėmėsi Vyriausybės strateginės analizės centro 2023 metais atnaujintu Sveikatos priežiūros specialistų poreikio prognozavimo modeliu.
SAM primena, kad asmenys, įstoję į valstybės nefinansuojamas programas, studijas ar rezidentūros studijas, gali sudaryti sutartį su sveikatos priežiūros įstaiga, kuri įsipareigotų finansuoti programos, studijų ar rezidentūros studijų kainą ir / ar taikyti kitas skatinamąsias priemones, o mokinys, studentas ar gydytojas rezidentas po studijų baigimo įsipareigotų įstaigoje dirbti sutartą laikotarpį. Siekiant pritraukti, įgalinti ir išlaikyti sveikatos priežiūros specialistus, SAM ragina taikyti kompleksines skatinamąsias priemones, kurti palankų psichoemocinį klimatą, organizacinę kultūrą, suteikti profesinio tobulėjimo galimybes, įtraukti į sprendimų priėmimą, užtikrinti savęs realizaciją, padėti sėkmingai integruotis į regioną, visuomenę, kolektyvą, taikyti tiek pinigines, tiek nepinigines skatinamąsias priemones.
SAM skatina sveikatos priežiūros įstaigas pateikti informaciją apie įstaigoje taikomas skatinamąsias priemones, kuriomis ministerija pasidalina savo tinklalapyje siekdama, kad moksleiviai, studentai, gydytojai rezidentai ar dar tik planuojantieji studijuoti galėtų palyginti įstaigų taikomas skatinamąsias priemones ir išsirinktų jiems patraukliausias vietas, o taip pat rastų viską vienoje vietoje, įskaitant ir įstaigų atsakingų asmenų kontaktus.
Ypatingai svarbu, kad kiekviena įstaiga prisidėtų, siekdama pritraukti sveikatos priežiūros specialistus. SAM skatina įstaigas inicijuoti bendradarbiavimą tarp savivaldybių, aukštųjų mokyklų ir įstaigų, identifikuoti studentus, kilusius iš regiono, ir jų studijų metu užmegzti ryšį, iš anksto pradėti kalbėti apie ateities darbo perspektyvas ir skatinimą grįžti į gimtąjį regioną, kviesti atlikti profesinę praktiką, pasirašytų ketinimų sutartis.
Pagal 2021–2027 m. ES fondų investicijų programą, numatoma skirti 14 mln. Eur sveikatos priežiūros specialistų pritraukimo priemonėms (pavyzdžiui, studijų kainos finansavimui, stipendijų skyrimui, labiausiai trūkstamų profesinių kvalifikacijų, specializacijų prestižo didinimui). Dar 27,55 mln. Eur planuojama investuoti į sveikatos priežiūros specialistų profesinės kvalifikacijos tobulinimą.
