Vidaus reikalų ministrė Agnė Bilotaitė patvirtino 2024–2026 metų valstybės lygio civilinės saugos pratybų planą.
Per artimiausius trejus metus Lietuvoje planuojama surengti 57 valstybės lygio stalo, funkcines ir kompleksines pratybas, skirtas atremti galimus išpuolius, hibridines ir karines grėsmes, suvaldyti kitus plataus masto incidentus bei jų metu užtikrinti visuomenės saugumą.
Suplanuotame 3 metų didelio intensyvumo valstybės lygio pratybų cikle dalyvaus ne tik šalies ministerijos, valstybės ir savivaldybių institucijos bei įstaigos, bet bus pakviesti dalyvauti ir nevyriausybinių, tarptautinių humanitarinių organizacijų atstovai, ūkio subjektai, šalies gyventojai.
„Gyvename įtemptoje geopolitinėje aplinkoje. Atsakingos institucijos turi būti tinkamai pasiruošusios užtikrinti valstybės saugumą įvairių grėsmių atvejais – nutikus teroristiniams išpuoliams prieš strateginius objektus, bandymams neteisėtai kirsti valstybės sieną, taip pat karinės agresijos atveju. Nuo šiol į visų civilinės saugos pratybų scenarijus įtraukiamas hibridinių grėsmių elementas, daug dėmesio bus skiriama gyventojų evakavimo pasirengimui esant įvairiems scenarijams“, – sako vidaus reikalų ministrė A. Bilotaitė.
Pasak ministrės A. Bilotaitės, institucijos ir tarnybos, siekdamos efektyviai atremti grėsmes ir suvaldyti galimas atakas, turi įsitikinti, kad nustatyti algoritmai ir priemonės praktikoje veiks sklandžiai.
Dar šiemet suplanuotų pratybų metu bus tikrinami civilinės saugos sistemos subjektų veiksmai, įvykus branduolinei avarijai Baltarusijos atominėje elektrinėje.
Taip pat šiais metais Nacionalinis krizių valdymo centras (NKVC) tikrins civilinės saugos pajėgų atsparumą ir veiksmus, įvykus teroristiniams išpuoliams prieš valstybės kritinę infrastruktūrą, kurių metu bus imituojami elektros ir kuro tiekimo bei elektroninių ryšių sistemų sutrikimai. Kitų planuojamų pratybų metu NKVC vertins institucijų veiksmus pagal masinio gyventojų judėjimo per Lietuvos teritoriją iš Latvijos ir Estijos scenarijų.
Lietuvos policija planuoja rengti pratybas ir peržiūrėti veikimo algoritmus galimų teroristinių išpuolių viešosiose vietose atvejais, Valstybės sienos apsaugos tarnyba – galimo masinio užsieniečių antplūdžio metu.
Priešgaisrinės apsaugos ir gelbėjimo departamentas tikrins, kaip vyktų Vilniaus miesto ir kitų pasienyje su Baltarusijos Respublika esančių savivaldybių gyventojų evakuacija, kilus karinei grėsmei iš Baltarusijos teritorijos pusės.
Bus peržiūrimi ir atsakingų institucijų bei nevyriausybinių organizacijų veiksmai esant dideliam sužeistųjų skaičiui.
Švietimo, mokslo ir sporto ministerijai pavesta įvertinti, kaip veiktų reagavimo algoritmai galimos hibridinės atakos švietimo įstaigose, metu.
Nacionalinis kibernetinio saugumo centras prie Krašto apsaugos ministerijos peržiūrės reagavimo veiksmus ir rengs funkcines pratybas, susijusius su kibernetine ataka, nukreipta prieš valstybės informacinių išteklių valdytojų bei ypatingos svarbos informacinę infrastruktūrą.
Pagal patvirtintą pratybų planą numatoma kasmet peržiūrėti civilinės saugos sistemos veiksmus bei sąveiką galimų išpuolių prieš energetikos ir geležinkelio transporto sričių kritinę infrastruktūrą.
Siekiant efektyviai suvaldyti galimas nelaimes šalies viduje bus peržiūrimi ir atsakingų institucijų veiksmai likviduojant didelio masto gaisrus, kurių metu išsiskiria didelė cheminė tarša ar yra didelių sprogimų pavojus.
