Švietimo, mokslo ir sporto ministerija, palaikydama savivaldybių iniciatyvas steigti kadetų ugdymo mokyklas, skatindama kadetų ugdymą, padarė visus reikalingus steigimo ir finansavimo sąlygų teisės aktų pakeitimus, ministerijos sudaryta darbo grupė parengė naują kadetų ugdymo programos projektą. Generolo Povilo Plechavičiaus kadetų licėjus galės gauti visišką valstybės išlaikymą – ir mokymo, ir ūkio lėšas, jeigu pakeis nuostatus ir mokyklos savininko teises ir pareigas perims Kauno miesto savivaldybės taryba. Šiuo metu licėjus yra valstybinė mokykla, nes vienas iš dalininkų yra Švietimo, mokslo ir sporto ministerija, o Švietimo įstatymas tokiu atveju papildomų ūkio lėšų nenumato.
„Švietimo, mokslo ir sporto ministerijos pozicija dėl savivaldybių kadetų mokyklų yra labai aiški – jos neabejotinai reikalingos. Ministerija inicijavo teisės aktų pakeitimus, kad šis licėjus galėtų turėti vieną savininką ir nuo 2025 m. sausio mėnesio gautų ne tik mokymo, bet papildomai ir ūkio lėšų iš valstybės biudžeto. Mokykla už mokinius, gyvenančius bendrabutyje, taip pat gautų ir didesnes ūkio lėšas. Kauno savivaldybės mokykla tokiu atveju būtų visiškai išlaikoma iš valstybės lėšų“, – sako švietimo, mokslo ir sporto ministro patarėjas Ignas Gaižiūnas.
Švietimo, mokslo ir sporto ministerijos iniciatyva 2022 m. pabaigoje Seimas pakeitė Švietimo įstatymą ir įteisino savivaldybių kadetų ugdymo gimnazijas, skirtas visos šalies ar regiono mokiniams, taip pat numatė joms papildomų ūkio lėšų skyrimą iš valstybės biudžeto, jei jos atitiks nustatytus reikalavimus. Nustatyta, kad kadetų ugdymo gimnazijose visi mokiniai turi būti ugdomi pagal bendrojo ugdymo programas ir kadetų ugdymo programą, suderintą su krašto apsaugos ministru ir patvirtintą švietimo, mokslo ir sporto ministro, joje turi mokytis ne mažiau kaip 20 proc. mokinių, kurių gyvenamoji vieta yra kita savivaldybės teritorija, nei yra mokykla. Generolo Povilo Plechavičiaus kadetų licėjus atitiktų kadetų mokykloms keliamus reikalavimus.
Švietimo, mokslo ir sporto ministerijoje sudaryta darbo grupė šiemet vasarį taip pat parengė naują kadetų ugdymo programos projektą, kuris šiuo metu pateiktas derinti su kitomis institucijomis.
Generolo Povilo Plechavičiaus kadetų licėjų įsteigė Kauno miesto savivaldybė ir Vidaus reikalų ministerija, pastaroji prieš kelerius metus dalininko teisių atsisakė ir perleido Švietimo, mokslo ir sporto ministerijai. Generolo Povilo Plechavičiaus kadetų licėjui ministerija skiria mokymo lėšas. 2024 metams skirta 933 tūkst. Eur mokymo lėšų.
