Žemės ūkio ministerija siūlo žuvininkystės sektorių atstovų veiklos patikrinimą/vertinimą atlikti per 2 valandas, tuo pat metu sudarant galimybę ir metodinei ar kitai (pvz. deklaruoti žvejybos duomenis elektroniniu būdu) konsultacijai.
Ministerija, siekdama aiškiau reglamentuoti Žuvininkystės kontrolės pareigūnų atliekamų patikrinimų tvarką bei sumažinti ūkio subjektams administracinę naštą, parengė ir su visuomene iki rugsėjo 23 d. derina Žuvininkystės kontrolės pareigūnų atliekamų patikrinimų tvarkos aprašo pakeitimus.
Žuvininkystės kontrolės pareigūnų atliekamų patikrinimų tvarkos aprašas papildomas nuostatomis dėl aiškios patikrinimų trukmės pagal skirtingus atliekamus veiklos patikrinimus. Aiški patikrinimų trukmė leis ūkio subjektui suplanuoti tam skirtą laiką, o institucijai – kontroliuoti priežiūros procesą.
Taigi, Žuvininkystės tarnyba, prieš pradėdama planinį patikrinimą, likus ne mažiau kaip 10 darbo dienų privalės ūkio subjektą raštu arba elektroniniu būdu informuoti apie numatomą vykdyti patikrinimą: nurodyti atliekamo patikrinimo pagrindą, trukmę, terminą, dalyką ir pateikti preliminarų dokumentų, kuriuos ūkio subjektas turi pateikti Žuvininkystės tarnybai, sąrašą.
Numatoma, kad patikrinimas gali užtrukti ilgiau, jeigu yra nustatomi galimi pažeidimai ir reikalingos papildomos procedūros vietoje dėl galimo pažeidimo tyrimo medžiagos surinkimo.
„Patikrinimo procedūra gali užtrukti ilgiau, jeigu tikrinamasis nepateikia reikalingų dokumentų vietoje arba jie yra su trūkumais. Taip pat, jei yra nustatomas galimas pažeidimas, kuomet reikia atlikti papildomus veiksmus surenkant, fiksuojant įrodymus dėl galimo pažeidimo. Ilgiau patikrinimas gali užtrukti ir tada, kai ūkio subjektas yra nepasiruošęs planinei patikrai, nors buvo iš anksto apie ją informuotas“, – sako žemės ūkio viceministrė Laura Ramanauskaitė.
