Lietuva nuo 2024 m. kaups Europos Sąjungos medicinos priemonių atsargas, reikalingas suvaldyti tarpvalstybinėms grėsmėms ir užtikrinti veiksmingą atsaką į krizes Bendrijos mastu. Vykdant projektą „RescEU“, Lietuvoje bus steigiamas ES civilinės saugos mechanizmo reikalavimus atitinkantis medicinos priemonių sandėlis, kurio įrengimui Europos Komisija skirs 97 mln. eurų.
„Lietuvoje kuriamas vienas iš ES medicinos priemonių rezervo sandėlių yra mūsų valstybei tenkanti didelė atsakomybė. Šis projektas yra svarbus kuriant saugias gyvenimo sąlygas europiečiams krizių bei grėsmių akivaizdoje ir gali būti sėkmingai įgyvendintas tik darniai bendradarbiaujant visiems už šią sritį atsakingiems profesionalams. Nėra abejonės, kad svarbus vaidmuo šiame procese tenka Nacionaliniam krizių centrui, Sveikatos apsaugos ir Vidaus reikalų ministerijoms bei kitoms institucijoms“, – sako Vyriausybės kanclerė Giedrė Balčytytė.
„Europos Komisijos patvirtinimas, kad Lietuva geba teikti pagalbą Europos Sąjungos mastu, yra ne tik Lietuvos atsakingų institucijų kompetencijų pripažinimas ir mūsų diplomatinės tarnybos koordinuotų veiksmų siekiant šio centro Lietuvoje puikaus darbo rezultatas. Kartu tai ir didelė europinė atsakomybė – nuo tinkamų ir koordinuotų Lietuvos veiksmų priklausys ir kitų šalių galimybės nedelsiant ir tinkamai reaguoti į kylančias tarpvalstybines grėsmes gyventojų sveikatai ir gyvybei“, – sako Sveikatos apsaugos ministerijos kanclerė Jurgita Grebenkovienė.
Nuo 2020 m. Europos Komisija kartu su ES valstybėmis narėmis medicinos priemonių rezervo sandėlius jau įsteigė 12-oje šalių, tarp jų – Prancūzijoje, Suomijoje, kaimyninėje Lenkijoje.
Vykdant projektą, Lietuvoje bus kaupiamos vaistų ir asmens apsaugos priemonių atsargos, kurių gali prireikti bet kuriai ES valstybei, susidūrus su krizine situacija ir grėsmėmis, įskaitant ir chemines, biologines, radiologines ir branduolines grėsmes (CBRN) gyventojų sveikatai, pirmiesiems gelbėtojams, sveikatos priežiūros paslaugų teikėjams, civiliams gyventojams.
Kai poreikiai grėsmėms suvaldyti viršija valstybių narių turimus išteklius ir šaliai reikia ES pagalbos, nelaimės paveikta šalis kreipiasi pagalbos į ES Reagavimo į nelaimes koordinavimo centrą (ERCC), o prašymą vertinanti Europos Komisija nusprendžia, iš kurių „RescEU“ sandėlių ir kokia parama bus teikiama. ERCC padeda pristatyti paramą, koordinuoja ekspertinių žinių perdavimą, civilinės saugos ir medicinos specialistų bei įrangos siuntimą, kitų išteklių sutelkimą iš programoje dalyvaujančių valstybių, taip pat finansinės ir techninės pagalbos teikimą.
Lietuvoje projektą įgyvendins Sveikatos apsaugos ministerija ir Ekstremalių sveikatai situacijų centras (ESSC), bendradarbiaujant su Vidaus reikalų ministerija, Priešgaisrinės apsaugos ir gelbėjimo departamentu, Nacionalinių krizių valdymo centru, Valstybine vaistų kontrolės tarnyba ir kitomis institucijomis.
Įsteigto „RescEU“ sandėlio veiklą koordinuosiantis ESSC, gavęs informaciją apie reikiamą pagalbą per ES Reagavimo į nelaimes koordinavimo centrą, turės užtikrinti, kad per 12 valandų pagalbos siunta būtų išsiųsta į nelaimės ar krizės zoną.
Lapkričio 24 d. pasirašytame susitarime steigti „RescEU“ sandėlį Lietuvoje numatyta, kad projektas bus pradedamas įgyvendinti 2024 m. sausio 1 d. Projekto trukmė – 33 mėnesiai.
