Vyriausybės sprendimu Lietuvos antidopingo agentūra įgaliota vykdyti Europos Tarybos konvencijoje dėl manipuliavimo sporto varžybomis numatytas koordinavimo funkcijas. Agentūrai taip pat pavesta pasirūpinti būsimo sportininkų atstovo darbo vietos sukūrimu.
Įgyvendindama Europos Tarybos konvenciją dėl manipuliavimo sporto varžybomis, arba Makolino konvenciją, Lietuvos antidopingo agentūra koordinuos sporto organizacijų ir valstybės institucijų bei įstaigų veiklą, susijusią su kova su manipuliavimu aukšto meistriškumo sporto varžybomis, analizuos ir apibendrins informaciją apie neįprastas ir (ar) įtartinas lažybas dėl Lietuvoje vykstančių sporto varžybų, analizuos ir vertins galimas rizikas, teiks informaciją apie galimus šios srities pažeidimus teisėsaugos institucijoms, vertins, ar valstybės biudžeto lėšų prašantys juridiniai asmenys laikosi kovos su manipuliavimu aukšto meistriškumo sporto varžybomis taisyklių, bendradarbiaus su tarptautinėmis organizacijomis ir nacionalinėmis kovos su manipuliavimu platformomis.
„Vasarą Seimui ratifikavus Konvenciją, Lietuva teisiškai užbaigė tarptautinio dokumento integravimą į nacionalinę teisę. Agentūra koordinuos gaunamą informaciją apie pažeidimus, operatyviai spręs kylančius klausimus, užtikrins efektyvesnį bendradarbiavimą tarptautiniu mastu su organizacijomis, veikiančiomis kovoje su manipuliavimu sporto varžybomis, bei nacionaliniu lygiu“, – sako švietimo, mokslo ir sporto ministrė Radvilė Morkūnaitė-Mikulėnienė.
Makolino konvencija yra pirmasis tarptautinis dokumentas, skirtas kovoti su manipuliavimu sporto varžybomis. Dokumente daugiausia dėmesio skiriama tarptautinio bendradarbiavimo ir prevencijos priemonėms, rizikos įvertinimui ir valdymui, keitimuisi informacija, asmens duomenų apsaugai, teisėsaugos institucijų bendradarbiavimui, atsakomybės (baudžiamosios ir administracinės) nustatymui.
Vyriausybė taip pat pavedė Agentūrai organizuoti sportininkų atstovo darbo vietos įrengimą ir rūpintis šio pareigūno techniniu aptarnavimu.
Nuo sausio 1 d. įsigaliosiančios Sporto įstatymo nuostatos numato įsteigti sportininkų teisių gynimo institutą, kuris prižiūrėtų, kaip yra užtikrinamas sportininkų teisių ir pareigų įgyvendinimas, nagrinėtų su tuo susijusius jų skundus, konsultuotų sportininkus apie jų teises, vykdytų švietėjišką veiklą. Konkursas sportininkų atstovo pareigoms užimti bus skelbiamas dar šiemet, kad nuo naujų metų jis jau galėtų pradėti veikti.
