Žemės ūkio ministras Kęstutis Navickas, susitikęs su Lenkijos žemės ūkio ir kaimo plėtros ministru Robertu Telusu, įvertino situaciją, susijusią su Ukrainos prekių judėjimu per Lenkijos ir kitų su Ukraina besiribojančių ES valstybių narių sienas. Pagrindinis dėmesys skirtas paieškai bendrų veiksmų, kurių reikia imtis dėl Rusijos agresijos prieš Ukrainą ir didelio žemės ūkio produktų importo iš Ukrainos.
Susitikime ministras K. Navickas pabrėžė, kad Baltijos šalių ir Lenkijos bendradarbiavimas gali padėti reikšmingai pagerinti susidariusią situaciją, kuomet didelė dalis Ukrainos žemės ūkio ir maisto pramonės eksporto negali patekti į trečiąsias rinkas, nes apsunkinta prieiga prie uostų ES šalyse.
Ministro tvirtinimu, sprendimai turi būti priimami ES lygiu ir su aktyviu Europos Komisijos įsitraukimu ne tik ieškant sprendimų esamai situacijai palengvinti, bet ir žiūrint į tolimesnę perspektyvą bei didinant krovinių pravažumą geležinkeliais iš Lenkijos Baltijos šalių kryptimi.
Lietuva, pasak ministro, pasirengusi atlikti muitinės procedūras Klaipėdos jūsų uoste, taip pat kitomis priemonėmis padėti įgyvendinti ES „Solidarumo koridorių iniciatyvą“, kuri yra itin svarbi užtikrinant alternatyvius prekybos kelius Ukrainai per ES. „Padidintas susisiekimas su Ukraina ir tinkama kelių transporto rūšių infrastruktūra pagal ES rytinę sieną gali dabar padėti užtikrinti Ukrainos žemės ūkio produktų tranzitą, o ilgainiui prisidėti prie Ukrainos atstatymo, skatinti efektyvią logistiką tiekimo grandinėse. Todėl itin svarbu didinti transporto, ypač geležinkelių, pajėgumus tarp Baltijos ir Juodosios jūros“, – sako ministras K. Navickas.
Lenkijos ministras R. Telusas pritarė, kad labai svarbu išspręsti susidariusią sudėtingą situaciją ir pagerinti žemės ūkio produkcijos iš Ukrainos tranzitą, o Lenkija neišsižada savo pareigos besąlygiškai remti Ukrainą. Ministras sutiko, kad būtinos investicijos į kelių ir geležinkelių infrastruktūrą bei geresnis Baltijos uostų panaudojimas, nes tai padėtų išspręsti dalį esamų iššūkių.
Pasak Lenkijos ministro, sprendžiant šiuos klausimus, reikia stipraus europietiško solidarumo, ES šalių narių bendradarbiavimo ir ilgalaikių instrumentų ES lygmeniu, kad mūsų regiono šalių ūkininkai galėtų sąžiningomis sąlygomis konkuruoti su Ukrainos gamintojais.
Susitikime sutarta konstruktyviai ieškoti bendrų sprendimų susidariusiai Ukrainos žemės ūkio eksporto krizei spręsti, įtraukiant ir Ukrainos žemės ūkio ministrą Mykola Solskyi. Nutarta, kad šis klausimas galėtų būti politiškai aptariamas š. m. liepos 19 d. Varšuvoje įvyksiančiame Ukrainos ir su ja besiribojančių ES valstybių narių žemės ūkio ministrų susitikime, į kurį pakviestas ir Lietuvos žemės ūkio ministras. Sutarta, kad rasti politiniai sprendimai galėtų būti įtvirtinti trišaliame Lietuvos, Lenkijos ir Ukrainos ministrų pasirašytame memorandume, o šalių institucijos paruoštų priemonių įgyvendinimo ir veiksmų planą.
Susitikime paliestos ir kitos aktualios temos, susijusios su būsima Ukrainos naryste ES bei poreikiu rasti sisteminius sprendimus ateičiai, siekiant užtikrinti sąžiningas konkurencijos sąlygas ir aprūpinimo maistu saugumą ES bei visame regione.
