Žmonės su negalia Įgyvendinant žmonių su negalia institucinės globos pertvarką, šiuo metu šalyje jau veikia 49 grupinio gyvenimo namai suaugusiems negalią turintiems asmenims ir senyvo amžiaus žmonėms. Juose gyvena 426 asmenys. Taip pat veikia 7 bendruomeniniai vaikų globos namai, kuriuose gyvena 47 negalią turintys vaikai. Aktyviai vystoma alternatyvių bendruomeninių paslaugų plėtra: iki praeitų metų pabaigos 1650 žmonių su negalia jau suteikta asmeninio asistento pagalba, pusei tūkstančio asmenų – pagalbos priimant sprendimus, 600-ams – socialinių dirbtuvių, 400-ams – įdarbinimo su pagalba paslaugos, daugiau kaip 200 asmenų apgyvendinti apsaugotame būste.
„Žmonių su negalia institucinės globos pertvarkos tikslas – atsisakyti žmogaus teises ir laisves pažeidžiančių didelių globos namų ir suteikti galimybę intelekto ar psichosocialinę negalią turintiems žmonėms gyventi bendruomenėje, būti jos dalimi, gauti reikalingas paslaugas, tapti savarankiškais. Paslaugų plėtra atlieka reikšmingą vaidmenį – žmonės su negalia tampa pilnaverčiais bendruomenės nariais ir tai keičia visuomenės nuostatas jų atžvilgiu. Šią tendenciją rodo ir visuomenės nuomonės tyrimai“, – sako socialinės apsaugos ir darbo ministrė Monika Navickienė.
Praeitų metų pabaigoje Centrinės projektų valdymo agentūros (CPVA) užsakymu bendrovės „Spinter tyrimai“ atlikta apklausa atskleidė, kad kas antras (47 proc.) Lietuvos gyventojas neturi priežasčių, kodėl nenorėtų gyventi kaimynystėje su žmonėmis, turinčiais intelekto ar psichosocialinę negalią. 2021 m. šios bendrovės atlikto tyrimo duomenimis, asmenų su intelekto ir psichikos negalia kaimynystę, kaip priimtiniausią, įvardijo vos 5 proc. apklaustųjų.
Žmonių su negalia institucinės globos pertvarkos procesas apima alternatyvių bendruomeninių paslaugų plėtrą. Negalią turintiems žmonėms atsiveria galimybė gyventi bendruomenėje, gauti joje pagalbą, atliepiančią jų asmeninius poreikius, taip pat įsitraukti į bendruomeninį gyvenimą. Dar vienas didelis privalumas – gyvenant bendruomenėse, ugdomas žmonių su negalia savarankiškumas.
Viena iš šio proceso krypčių – su apgyvendinimu susijusių paslaugų plėtra, kuri apima individualių paslaugų teikimą apsaugotame būste, savarankiško ir grupinio gyvenimo namuose. Kita kryptis apima paslaugų plėtrą, susijusią su asmenų savarankiškumo įgūdžių ugdymu ir kasdienių poreikių tenkinimu teikiant asmeninės pagalbos – asmeninio asistento, pagalbos priimant sprendimus, įdarbinimo su pagalba, socialinių dirbtuvių paslaugas.
Nuo 2019 m. Neįgaliųjų reikalų departamentas įgyvendina projektą „Nuo globos link galimybių: bendruomeninių paslaugų plėtra“, kuriame teikiamos ir išbandomos minėtos paslaugos. Iki 2022 m. pabaigos pagalbos priimant sprendimus paslaugas gavo 500 asmenų, socialinių dirbtuvių paslaugas – 598 asmenys, apgyvendinimo apsaugotame būste – 223 asmenys, įdarbinimo su pagalba – 393 asmenys.
Žmonės su negalia, gaudami paslaugas ir tapdami bendruomenės dalimi, užima skirtingus vaidmenis – nuo kaimyno iki bendradarbio, nuo paslaugų teikėjo iki lygiaverčio bendruomeninių viešųjų paslaugų vartotojo. Tokie maži žingsniai po truputį keičia visuomenės nuostatas ir griauna įsisenėjusius stereotipus žmonių su negalia atžvilgiu.
2022 m. pabaigoje Lietuvoje gyveno 223 tūkst. asmenų su negalia, iš jų apie 14 proc. – su intelekto ir psichosocialine negalia.
