Mažinant eiles gydymo įstaigose, didinant gydymo paslaugų prieinamumą ir gerinant pacientų patirtį, įstaigos bus skatinamos teikti aktualiausias konsultacijas pacientams visa apimtimi vieno apsilankymo metu. Sveikatos apsaugos ministerija ir Valstybinė ligonių kasa prie Sveikatos apsaugos ministerijos peržiūrėjo ir padidino konsultacijų, kurių metu pacientui atliekamos dvi ar daugiau diagnostinių ar gydomųjų medicininių intervencijų, įkainius. Iš viso tam skirta daugiau nei 17 mln. eurų papildomų lėšų.
Padidintas įkainis už išplėstines konsultacijas bus taikomas net 14 specialybių išplėstinėms konsultacijoms, kurias teikia suaugusiųjų ir vaikų kardiologai, neurologai, endokrinologai, reumatologai, taip pat akušeriai ginekologai, dermatologai, gastroenterologai, oftalmologai, otorinolaringologai ir ortopedai traumatologai.
Gydymo įstaigoms naujieji įkainiai bus pradėti taikyti nuo šių metų balandžio 1 d.
Kaip teigia sveikatos apsaugos ministras Arūnas Dulkys, bendraujant su gydytojais ir pacientais, identifikuotos situacijos, kai vieno apsilankymo metu suteikiamos tik dalinės konsultacijos, ir pacientai yra priversti pakartotinai lankytis gydymo įstaigose. Priimtas sprendimas tobulinti apmokėjimo tvarką, kad tokių situacijų būtų kuo mažiau.
„Patobulintų įkainių tikslas yra paprastas – kad vieno apsilankymo metu pacientui būtų suteikta kuo įvairiapusiškesnė konsultacija ir jam nereikėtų pakartotinai grįžti į gydymo įstaigą. Taupysime ir paciento, ir gydytojų laiką, bus mažiau situacijų, kai dėl užleistų ligų kyla komplikacijų“, – teigia ministras.
Valstybinės ligonių kasos direktorius Gintaras Kacevičius nurodo, kad įkainių perskaičiavimas inicijuotas ir įgyvendintas išanalizavus gydymo paslaugų prieinamumo situaciją.
„Vienas iš prioritetinių šių metų ligonių kasų tikslų – tobulinti gydytojų specialistų konsultacijų apmokėjimą, siejant jį su pacientui suteiktos paslaugos apimtimi. Todėl didiname įkainius už tas konsultacijas, kurių metu pacientui atliekamos dvi ar daugiau diagnostinių ar gydomųjų medicininių intervencijų. Apmokėjimas už tokias didesnės apimties tam tikrų specialistų konsultacijas, dėl kurių susiformuoja ilgiausios laukimo eilės, išaugs 30–50 proc. Tokiu būdu tikimės paskatinti gydymo įstaigas vieno apsilankymo metu pacientui suteikti daugiau paslaugų ir taip sumažinti poreikį pacientui atvykti pakartotinai, kartu – ir eiles“, – teigia Valstybinės ligonių kasos direktorius G. Kacevičius.
Taigi nuo balandžio 1 d. specialistų konsultacijos bus trijų lygių: konsultacija be intervencijų, su viena intervencija ir su dviem ar daugiau intervencijų.
Specialybės, kurioms taikomi naujieji įkainiai už išplėstines konsultacijas, atrinkti atsižvelgiant į kelis esminius faktorius. Pirmiausiai – į laukimo eiles: pacientams tenka ilgiausiai laukti šių gydytojų konsultacijų. Šių specialistų kompetencijoje yra pagrindines mirties priežastis Lietuvoje lemiančių ligų diagnostika ir gydymas, taip pat jie konsultacijų metu atlieka kelias diagnostines ir / ar gydomąsias intervencijas.
Įstatyme įtvirtinta, kad specialisto konsultacija pacientui turi būti suteikta per 30 kalendorinių dienų.
