Keičiantis ūkininkavimo tendencijoms, dalis jaunųjų ūkininkų, įgyvendinančių ES paramos projektus, patenka į rizikos sąrašus ir yra dažniau tikrinami kontroliuojančių institucijų. O tai kelia didelį nepasitenkinimą. Žemės ūkio ministras Kęstutis Navickas, susitikęs su Jaunųjų ūkininkų sąjungos nariais ir Nacionalinės mokėjimo agentūros (NMA) specialistais, aptarė paramos teikimo situaciją ir galimus sprendimus.
Pasak NMA direktoriaus pavaduotojo Tomo Orlicko, susidomėjimas ES parama, skirta jauniesiems ūkininkams, auga. Pagal Lietuvos žemės ūkio ir kaimo plėtros 2023–2027 metų strateginio plano intervencinę priemonę „Jaunųjų ūkininkų įsikūrimas“ galima gauti iki 60 tūkst. Eur. Ūkininkai gali rinktis jiems reikalingą paramos formą: dotaciją, t. y. vienkartinę išmoką, dotaciją ir lengvatinę paskolą arba tik lengvatinę paskolą.
Priemonė, pagal kurią remiami įsikurti norintys jaunieji ūkininkai, yra viena rizikingiausių. Vis daugiau nerimą keliančių signalų gaunama ir iš kitų ES šalių, situacija aktyviai domisi ir ES audito institucijos. „Stebime tokią tendenciją – tikrai dirbantys jaunieji ūkininkai dabar yra atsidūrę tarp girnų. Dėl paramos su realiai ūkininkaujančiais konkuruoja pasipelnyti siekiantys išmokų medžiotojai“, – teigė T. Orlickas.
Jaunųjų ūkininkų subsidija yra 100 proc. finansuojama ES paramos lėšomis, todėl ir atsiranda daug norinčiųjų gauti paramą, prie kurios nereikia prisidėti savo lėšomis. Siekiant sąžiningo ir skaidraus ES lėšų paskirstymo, NMA nuolat bendradarbiauja su Finansinių nusikaltimų tyrimo tarnyba.
Po praėjusiais metais įvykusio paraiškų rinkimo buvo peržiūrėtos sankcijos ir papildomi apribojimai dėl susietumo, pajamų nustatymo bei kt. Papildomi reikalavimai ir neplaniniai patikrinimai sukėlė kai kurių ūkininkų nepasitenkinimą.
„Tendencijas matome labai aiškiai. NMA atliekami patikrinimai yra įrankis išsiaiškinti tikruosius ūkininkus“, – sakė ministras K. Navickas.
Ministras paragino ūkininkų asociacijas pateikti konkrečius siūlymus, kaip galima būtų patobulinti paramos administravimo procesus.
