Civilinės saugos stiprinimo ir plėtros programai 2025–2030 m. įgyvendinti kasmet planuojama skirti po 25 mln. eurų valstybės biudžeto lėšų. Civilinę saugą siūloma finansuoti iš gyventojų pajamų mokesčio (GPM) pajamų tenkančių savivaldybėms dėl ekonomikos augimo.
Didesnė dalis šių lėšų grįžtų savivaldybėms investuoti į priedangų infrastruktūros plėtrą, įgyvendinti prevencijos ir parengties iniciatyvas, apsirūpinti būtinų priemonių atsargomis nepertraukiamai veiklai ir gyventojų poreikių tenkinimui.
Pasak vidaus reikalų ministrės Agnės Bilotaitės, civilinė sauga apima civilinės gynybos priemones ir yra integrali valstybės gynybos dalis.
„Siekiant atliepti investicijų poreikius ir užtikrinti aukštą saugumo lygį, kuriant Gynybos fondą turėtų būti sprendžiama dėl civilinės saugos finansavimo šaltinių. Per civilinę saugą didinimas valstybės, savivaldybių ir visuomenės atsparumas, stiprinant gebėjimus atlaikyti sukrėtimus, greitai prisitaikyti prie pakitusių aplinkybių ir atkurti būtiniausias gyvenimo sąlygas“, – teigia ministrė A. Bilotaitė.
Savivaldybės yra pirmoji civilinės saugos grandis – nuo to, kaip jos vykdo valstybės joms perduotą civilinės saugos organizavimo funkciją, tiesiogiai priklauso galimybės apsaugoti gyventojų gyvybę ir sveikatą, užtikrinti būtiniausias gyvenimo (veiklos) sąlygas.
Todėl lėšos, kurias valstybė skiria civilinei saugai, nukreipiamos savivaldybėms, o savivaldybės bei jų gyventojai yra pagrindiniai naudos gavėjai.
Tam, kad gyventojai būtų apsaugomi karinės agresijos metu, vykdomos civilinės gynybos priemonės – plėtojamas priedangų tinklas, tobulinama perspėjimo sistema, stiprinama visuomenės savisaugos kultūra, didinama krizių valdymo ir civilinės saugos bei krašto apsaugos sistemų sąveika.
Taip pat rengiamos bendros kariuomenės ir vidaus reikalų statutinių įstaigų pratybos karinių ir hibridinių grėsmių tematika, numatyta plėtoti karo komendantūrų bendradarbiavimą su civilinės saugos pajėgomis, stiprinti sveikatos specialistų kompetencijas teikti asmens sveikatos priežiūros paslaugas karo metu.
Civilinės saugos stiprinimo ir plėtros programos finansavimo poreikis siekia 243 mln. eurų, iš jų dalis – ES lėšos.
Programa ketinama įgyvendinti 7 prioritetus: priedangų infrastruktūros plėtrą; perspėjimo sistemos tobulinimą ir gyventojų informavimo stiprinimą; krizių valdymo ir civilinės saugos sistemos subjektų parengties ir atsparumo didinimą; sveikatos sistemos atsparumo didinimą; civilinės saugos pagalbos komandų formavimą; pasirengimo cheminėms, biologinėms, radiologinėms ir branduolinėms grėsmėms stiprinimą; civilinės saugos mokymų pajėgumų stiprinimą.
