Vidaus reikalų ministerijos surengtame Regioninės politikos forume susitikę regionų lyderiai ieškojo atsakymų, kaip regionuose didinti atsparumą globaliems iššūkiams ir sėkmingai panaudoti rekordines ES investicijas.
1,6 mlrd. eurų Europos Sąjungos (ES) lėšų – tiek investicijų regionams skirta Vyriausybės patvirtintoje 2022–2030 metų Regionų plėtros programoje.
„Šiandien jau turime 9 iš 10-ies patvirtintus regionų plėtros planus. Privalome dėti visas pastangas, kad ES ir valstybės biudžeto lėšos būtų panaudotos skaidriai, efektyviai ir prisidėtų prie žmonių gerovės regionuose. Šiame procese labai svarbus Regionų plėtros tarybų vaidmuo ir atsakomybė, nes investicijos turi kaip galima greičiau pasiekti regionus ir kurti kokybišką gyvenimą“, – sakė vidaus reikalų ministrė Agnė Bilotaitė.
Anot ministrės A. Bilotaitės, Regionų plėtros planų rengimas ir įgyvendinimas nėra tiesiog dokumentų ir ataskaitų rašymas. Regiono plėtros tarybai reikia konsoliduoti bendruomenę, savivaldybes, prisiimti įsipareigojimus, susijusius su investicijomis, regioniniais tikslais, pažangos priemonėmis, rodikliais.
Vidaus reikalų ministrė pažymėjo, kad šiuo metu turime ir didesnę dalį (8 iš 14) ministerijų patvirtintų regioninių pažangos priemonių finansavimo gairių.
Bilotaitė priminė, kad šalies savivaldybės padėjo atlaikyti visus mūsų valstybei siųstus laikmečio išbandymus bei pabrėžė, kad šiais neramiais laikais labai svarbu įvertinti, kaip regioninė politika gali padėti atremti ir nacionaliniam saugumui kylančius iššūkius.
Šiuo metu savivaldybės žengia į visiškai naują raidos etapą, nes konstitucijoje įtvirtinus didesnes merų atsakomybes, įsigaliojo naujos redakcijos Vietos savivaldos įstatymas, numatantis naują vietos savivaldos modelį.
Todėl naujajame politiniame sezone ypač aktualus praktinis šio modelio taikymas – aiškus mero, administracijos direktoriaus ir savivaldybės administracijos įgaliojimų išsigryninimas. Šiai temai forume buvo skirta atskira diskusija.
Diskutuota buvo ir apie partnerių (verslo organizacijų, NVO, profesinių sąjungų) įtraukimą į regionų plėtros planavimą.
Nors visi iš esmės sutaria, kad sprendimai dėl regionų plėtros turi būti priimami pasitarus su partneriais, vis dar ieškoma tinkamo balanso – tarp visų interesų atstovavimo ir išrinktų politikų atskaitomybės, tarp teisės priimti sprendimą ir pareigos jį įgyvendinti, ekonominės logikos ir demokratinio proceso.
Forume įžvalgomis dalijosi ir diskutavo merai, savivaldybių, ministerijų, Vyriausybės atstovai, socialiniai ir ekonominiai partneriai, ekspertai.
