Gruodžio 7 d. Vidaus reikalų ministerijos (toliau – VRM) inicijuotame nuotoliniame susitikime su šalies savivaldybių merais buvo aptarti gaisrų prevencijos klausimai ir priemonės, kurios užtikrintų gyventojų saugumą ir padėtų išvengti jų žūčių.
Šiais metais stiprinant gaisrų prevenciją bei siekiant labiau įtraukti ir savivaldybes, socialinių paslaugų srities darbuotojus Vidaus reikalų ministerija atnaujino Gaisrų prevencijos veiksmų planą.
Pagal veiksmų planą savivaldybės ir Priešgaisrinės apsaugos ir gelbėjimo departamentas prie Vidaus reikalų ministerijos (toliau – PAGD) turi organizuoti bendrą veiklą taip, kad per metus būtų aplankyti visi į vienišų, senyvo amžiaus, turinčių negalią gyventojų ir nepilnamečius vaikus auginančių asmenų, turinčių specialiųjų poreikių ir gyvenančių riziką keliančiuose individualiuose būstuose, sąrašus, įtraukti būstai. Veiksmų plane numatyta, kad socialinių paslaugų srities darbuotojams būtų surengti baziniai mokymai gaisrų prevencijos ir saugaus elgesio klausimais.
„Siekiame, jog iki 2030 m. žūčių gaisruose skaičius būtų ne didesnis nei 30 per metus. Gaisrų ir juose žuvusių žmonių priežastys daug gilesnės. Neretai – tai problemos dėl alkoholio, socialinių įgūdžių stoka, arba tiesiog žinių trūkumas. Tai signalizuoja ir apie tam tikras socialines problemas, kurioms spręsti yra būtinos sutelktos skirtingų institucijų pastangos“, – teigia vidaus reikalų ministrė A. Bilotaitė.
Žuvusiųjų gaisruose statistika rodo, kad didžioji dauguma žuvusiųjų buvo nedirbantys arba valstybės išlaikomi asmenys, turintys susiformavusius žalingus įpročius. Taip pat ryškėja ir kita rizikos grupė, kuriai derėtų skirti didesnį dėmesį – tai vieniši vyresnio amžiaus žmonės.
Priešgaisrinės apsaugos ir gelbėjimo departamento duomenimis, šiais metais gaisruose jau žuvo 86 gyventojai. Beveik pusė jų – dėl neatsargaus rūkymo. Per 80 proc. žuvusiųjų gaisruose apibūdinami kaip turintys žalingų įpročių – girtaujantys ir rūkantys. 13 žuvusiųjų rasti gyvenimui nepritaikytose patalpose – sandėliukuose, ūkiniuose pastatuose. Beveik visuose būstuose, kuriuose žuvo žmonės, nebuvo įrengti dūmų detektoriai. Žuvusiųjų gaisruose amžiaus vidurkis – 63 metai.
„Vien šiemet ugniagesiai gelbėtojai gaisruose išgelbėjo 143 žmonių gyvybes. Nors nuolat rengiame prevencines akcijas, lankome būstus, įrengiame juose dūmų detektorius, vis dėlto vien mūsų pareigūnų pastangų nepakanka. Kad situacija keistųsi ir mažėtų tragiškų žūčių, būtinos visų institucijų, seniūnijų ir vietos bendruomenių bei pačių gyventojų pastangos“, – sako Priešgaisrinės apsaugos ir gelbėjimo departamento prie Vidaus reikalų ministerijos direktoriaus pavaduotojas Giedrius Sakalinskas.
Pasak PAGD direktoriaus pavaduotojo G. Sakalinsko, vertinant gaisrų ir žūčių statistiką, ir toliau bus stiprinama prevencinė veiklą tiek kaime, tiek mieste, aktyvinamas gyventojų švietimas daugiabučiuose. Jo teigimu, svarbu, kad gyventojai suvoktų, kad dūmų detektorius reikalingas jų pačių saugumui, o ne ugniagesiams. Taip pat būtina atnaujinti vienišų, senyvo amžiaus, turinčių negalią gyventojų ir nepilnamečius vaikus auginančių asmenų, turinčių specialiųjų poreikių ir gyvenančių riziką keliančiuose individualiuose būstuose, sąrašus, kad būtų galima pasirūpinti jų saugumu. Šių sąrašų atnaujinimui planuojama pasitelkti ir nevyriausybines organizacijas.
VRM yra parengusi ir Lietuvos Respublikos Vyriausybei pateikusi naujos redakcijos Priešgaisrinės saugos įstatymo projektą, kuriuo, be kita ko, siekiama ir veiksmingesnės gaisrų prevencijos. Jame Vidaus reikalų ministerijai priskiriama atsakomybė organizuoti gaisrų prevenciją valstybės lygiu, savivaldybių merams – savivaldybės lygiu. Taip pat turėtų būti įteisinamas gaisrų prevencijos priemonių įgyvendinimo rezultatų vertinimas, rekomendacijų dėl gaisrų prevencijos gerinimo teikimas valstybės institucijoms bei savivaldybėms. Be to, įteisinamas gyventojų būstų lankymas, siekiant suteikti gyventojams pagalbą dėl būsto atitikties priešgaisrinei saugai.
