Socialinės apsaugos ir darbo ministrė Monika Navickienė dalyvauja Užimtumo, socialinės politikos, sveikatos ir vartotojų reikalų tarybos (EPSCO) posėdyje Liuksemburge.
Naujų technologijų poveikis užimtumui Rytinės sesijos metu vyko politinė diskusija “Naujų technologijų poveikis darbo jėgai. Teisingos skaitmeninės pertvarkos link”. Europos Sąjungos valstybių ministrai aptarė, kokias naujas iniciatyvas būtų galima pradėti ES lygmeniu siekiant stebėti ir spręsti naujų technologijų poveikio užimtumui, darbo sąlygoms ir socialinėms teisėms.
„Naujos technologijos yra ir pavojai, ir galimybės, kurias praleidžiame jų nenaudodami. Europos Sąjunga jau pralaimi konkurencinėje kovoje su JAV informacinių technologijų sektoriuje. O pramonėje, kuri visada buvo stipri, vis labiau nusileidžiame Kinijai. Todėl Europos lyderystės stiprėjimas skaitmeninėje transformacijoje yra ir galimybė, ir būtinybė. Europos stiprybė, mano nuomone, yra jos žmonės, aukšta darbuotojų kvalifikacija, aukštas produktyvumas, aukštos kokybės švietimo ir socialinės apsaugos sistemos, mūsų socialinė partnerystė ir solidarumas“, – susitikime sakė socialinės apsaugos ir darbo ministrė Monika Navickienė.
Pasak ministrės M. Navickienės, labai reikšmingas aspektas – realaus laiko duomenų naudojimas valdysenoje: „Nuolat greitėjančiame, naujų technologijų pasaulyje realaus laiko duomenys leidžia geriau pritaikyti savo užimtumo ir socialinę politiką, taigi – būti efektyvesniems turint ribotus išteklius. Kaip svarbų pasiekimą norėčiau paminėti Valstybės duomenų agentūros, kuri surenka duomenis iš įvairių institucijų į valstybės duomenų fondą, atsiradimą Lietuvoje. Siekdama didinti darbo jėgos skaitmeninius įgūdžius, Lietuva parengė ekonominės pertvarkos ir konkurencingumo plėtros programą, skirtą pramonės perorientavimui į neutralaus poveikio klimatui ekonomiką, pažangių technologijų ir inovacijų, taip pat verslumo ir įmonių augimo skatinimui“.
Ministrė M. Navickienė pasidžiaugė, kad Lietuvoje, panaudodami RRF skirtas lėšas, perkvalifikuojame darbuotojus į kuriančius aukštą pridėtinę vertę, o į IT profesijas persikvalifikuojančių darbuotojų – net 50 proc. moterys.
Socialinės apsaugos sistemų stiprinimas
Popietinėje posėdžio sesijoje vyko politinė diskusija tema „Europos socialinės apsaugos sistemų konsolidavimas ir stiprinimas”. Paskutinių metų iššūkiai ir geopolitinė įtampa parodė, kad būtina labiau nei bet kada anksčiau stiprinti socialines sistemas, užkirsti kelią socialinei marginalizacijai ES valstybių narių ministrai diskutavo, kokie valstybių narių prioritetai socialinės apsaugos srityje, kaip technologinė plėtra, visų pirma, dirbtinis intelektas, keičia mūsų požiūrį į socialinę politiką.
Kalbėdama ministrė M. Navickienė pabrėžė, kad paskutinių metų iššūkiai ir geopolitinė įtampa parodė, jog būtina labiau nei bet kada anksčiau stiprinti socialines sistemas, kad būtų užtikrinta mūsų žmonių gerovė: „Priimdami duomenimis grįstus sprendimus, turime rinktis tai, kas svarbiausia ir veiksmingiausia siekiant suteikti galių visiems žmonėms ir apsaugoti pažeidžiamiausias grupes. Todėl socialinės apsaugos priemonės turėtų būti taiklesnės“.
Pasak ministrės M. Navickienės, skaitmeninės inovacijos gali padėti greičiau surinkti informaciją, automatizuoti socialinių išmokų skyrimą, efektyviau identifikuoti ir remti pažeidžiamas grupes bei efektyviau valdyti socialinę apsaugą. Todėl turime nebijoti naujovių ir siekti užtikrinti tvarų ir teisingą augimą Europoje.
