Žemės ūkio ministro įsakymu patvirtintos Lietuvos žemės ūkio ir kaimo plėtros 2023–2027 metų strateginio plano (SP) intervencinės priemonės „Savitarpio pagalbos fondai“ įgyvendinimo taisyklės. Jose numatyta, kad Žemės ūkio rizikos valdymo fondai galės gauti paramą iki dviejų darbo vietų įrengimui ir išlaikymui, o fondo nariai – pradiniam įnašui į fondą ir daliniam nuostolių kompensavimui.
Įrengiant darbo vietas, paramos lėšos galės būti naudojamos biuro įrangos ir baldų, kompiuterinės technikos, programinės įrangos įsigijimo, darbo užmokesčio, kanceliarinių prekių įsigijimo išlaidoms padengti.
Numatoma, jog darbo vietų įrengimas ir išlaikymas bus remiamas 3 metus: ne daugiau kaip 20 tūkst. Eur pirmaisiais veiklos metais, ne daugiau kaip 18 tūkst. Eur antraisiais veiklos metais ir ne daugiau kaip 16 tūkst. Eur trečiaisiais veiklos metais.
Skiriant paramą administracinėms išlaidoms nebeliko apribojimo per 3 metus joms neviršyti 20 proc. sukauptų žemės ūkio rizikos fondo lėšų, skirtų išmokėti fondo nariams, fiziniams arba juridiniams asmenims.
Fondo nariai galės kreiptis ir paramos pradiniam įnašui į fondą. Vienas narys pirmaisiais fondo veiklos metais galės gauti ne daugiau kaip 1 tūkst. Eur.
Taisyklėse taip pat numatyta galimybė iki 70 proc. kompensuoti pajamų sumažėjimą, t. y. naudos gavėjui bus išmokama finansinė kompensacija už patirtus nuostolius. Paramos intensyvumas įvertinamas atsižvelgiant į jau gautą paramą pradiniam įnašui.
Pagal priemonę bendras paramos intensyvumas turi neviršyti 70 proc. tinkamų finansuoti išlaidų. Priemonė yra kompensacinė – kreipiantis paramos išlaidos turi būti patirtos ir pateikti tai įrodantys dokumentai.
