Pagalba nukentėjusiems nuo nusikalstamos veikos Socialinės apsaugos ir darbo ministerija primena, kad Lietuvoje veikia pagalbos nuo nusikalstamos veikos nukentėjusiems asmenims sistema ir pagalbos tarnybų tinklas. Šiuo metu šalyje yra 25 akredituotos pagalbos tarnybos, kurios teikia pagalbą nuo nusikalstamos veikos nukentėjusiems asmenims. Iš viso per praeitus metus suteikta apie 17 tūkst. įvairių paslaugų nukentėjusiems asmenims. Akredituotai pagalbai teikti šiemet skirta 500 tūkst. eurų valstybės biudžeto lėšų.
Pagalbos tarnybose 2022 m. buvo užregistruoti 3052 nuo nusikalstamos veikos nukentėję asmenys, iš jų 2968 sutiko priimti siūlomą pagalbą. Įvairios paslaugos suteiktos 1787 moterims, 1 058 vyrams ir 123 vaikams. Iš pagalbą gavusių asmenų 144 buvo asmenys su negalia, 323 asmenys norėjo likti anonimais. Iš viso buvo suteikta apie 17 tūkst. įvairių paslaugų. Vidutiniškai vienam asmeniui teko 6 paslaugos.
Kokia pagalba teikiama?
Pagalbos tarnyba, gavusi nukentėjusio asmens duomenis iš pirmojo kontakto institucijos arba iš paties asmens, kuris tiesiogiai kreipėsi į pagalbos tarnybą, organizuoja ir teikia pagalbą, atsižvelgdama į individualius nukentėjusio asmens bei dėl padarytos nusikalstamos veikos atsiradusius poreikius.
Visų pirma yra suteikiama informacija apie nukentėjusio asmens teises ir jas galinčias užtikrinti institucijas. Pagalbos tarnybų darbuotojai įvertina nukentėjusio asmens poreikius, atsiradusius dėl padarytos nusikalstamos veikos, kartu su nukentėjusiu asmeniu sudaro pagalbos priemonių planą ir organizuoja pagalbos teikimą. Pagalbos tarnyba teikia emocinę ir psichologinę pagalbą arba ją suorganizuoja, prireikus parūpina laikiną apgyvendinimą, informuoja apie socialines paslaugas teikiančias įstaigas ir organizacijas, sveikatos priežiūros įstaigų teikiamas paslaugas ir kitą pagalbą.
Kas gali kreiptis ir gauti pagalbą?
Pagalbos tarnybų teikiamą kompleksinę pagalbą gali gauti asmenys, nukentėję nuo bet kokios nusikalstamos veikos, taip pat asmenų, mirusių dėl įvykdytos nusikalstamos veikos, šeimos nariai ir artimieji giminaičiai. Nukentėjusio asmens prašymu į pagalbos tarnybą dėl pagalbos nukentėjusiam asmeniui teikimo gali kreiptis ir kiti asmenys.
Pagalba teikiama nepriklausomai ar nukentėjęs asmuo pateikė kompetentingai valstybės ar savivaldybės institucijai skundą, pareiškimą ar pranešimą dėl nusikalstamos veikos, ar nepateikė. Pagalba nukentėjusiems asmenims teikiama konfidencialiai. Tai viena iš esminių nukentėjusių asmenų teisių. Pagalba taip pat teikiama nemokamai.
Asmuo gali kreiptis į bet kurią šalyje veikiančią pagalbos tarnybą, nebūtinai pagal gyvenamąją vietą. Pagalbos tarnybos gali organizuoti pagalbą ir nuotoliniu būdu.
Kaip rasti pagalbos tarnybą?
Informaciją apie pagalbos tarnybas ir jų teikiamą pagalbą teikia pirmojo kontakto institucijos: ikiteisminio tyrimo įstaiga, prokuratūra ar teismas, Bendrasis pagalbos centras (tel. 112), savivaldybės administracija, socialinių paslaugų įstaiga, bet kuri švietimo ar sveikatos priežiūros įstaiga, Valstybės vaiko teisių apsaugos ir įvaikinimo tarnyba.
