Žemės ūkio ministerija, įvertinusi, kad 2023 m. buvo pirmieji Lietuvos žemės ūkio ir kaimo plėtros 2023–2027 m. strateginio plano įgyvendinimo metai, kai ūkininkai dalyvavo ekologinėse sistemose, nustatė palankesnes paramos skyrimo sąlygas tiems, kurie dalį savo ariamos žemės skyrė negamybiniams plotams.
„Parengę naują įsakymo projektą siekiame didesnio teisingumo ūkininkams, kurie 2023 m. dalyvavo kompleksinės klimatui, aplinkai ir gyvūnų gerovei naudingos sistemos „Veiklos ariamojoje žemėje“ veiklose ir dalį savo ariamosios žemės skyrė negamybiniams plotams. Tai, kad jie dėl minimalių neatitikimų šiuose plotuose praranda visas gamybinių ekologinių sistemų išmokas, buvo neproporcinga“, – sako žemės ūkio ministras Kęstutis Navickas.
Naujajame įsakymo projekte nustatomos palankesnės paramos skyrimo sąlygos ir numatoma mokėti visą arba dalį kompensacinių išmokų už gamybines veiklas tiems, kurie paraiškos pateikimo metu negamybinėms veikloms skyrė ne mažiau kaip 5 proc. savo deklaruotos ariamosios žemės, tačiau po paraiškos administravimo arba patikros vietoje buvo nustatyta, kad negamybinių veiklų plotas sumažėjo (pvz., dėl ankstesnio negamybinių plotų nušienavimo). Šie ūkininkai pagal paramos skyrimo reikalavimus nebegalėjo pretenduoti į paramą už gamybines veiklas.
Šis įsakymo projektas parengtas atsižvelgiant ir į tai, kad 2024 m. gegužės 14 d. Europos Parlamento ir Tarybos reglamentu (ES) 2024/1468 panaikinama pareiga pagal 8 GAAB standartą dalį ariamosios žemės skirti negamybiniams plotams.
