Startuoja pirmasis 2022–2030 m. Regionų plėtros programos lėšomis finansuojamas projektas. Vidaus reikalų ministerijoje Utenos r. savivaldybė ir Centrinė projektų valdymo agentūra pasirašė projekto „Socialinio būsto plėtra Utenos mieste“ sutartį, pagal kurią skirta beveik 700 tūkst. eurų Europos Sąjungos (ES) lėšų.
„Kartu su vietos savivalda turime bendrą tikslą – siekti darnios plėtros ir geresnės gyvenimo kokybės šalies regionuose. Džiaugiamės, jog atlikus didžiulius planavimo darbus, pirmosios investicijos jau keliauja į regionus. Tikiu, kad jos leis pasiekti realų proveržį ir spręsti aktualiausias vietos problemas visoje šalyje“, – teigia vidaus reikalų ministrė Agnė Bilotaitė.
Utenoje įgyvendinus Regionų plėtros programos projektą, socialiniuose būstuose apsigyvens mažiausiai 38 žmonės – gausios šeimos, neįgalieji ir jų šeimos nariai. Utenos regionas, susiduriantis su vienais didžiausių socialinių iššūkių, pirmasis priėmė reikiamus sprendimus. Dar 2023 m. pradžioje Utenos regiono plėtros taryba pirmoji iš 10 šalyje veikiančių tarybų sėkmingai atliko visus parengiamuosius darbus ir patvirtino regiono plėtros planą.
Regionų plėtros programoje numatyta ir daugiau projektų, skirtų spręsti socialines problemas. Iš Regionų plėtros programoje suplanuotų rekordinių 1,6 milijardų eurų investicijų, bent 1 milijardą eurų (apie 60 proc.) regionų plėtros tarybos investuos į socialinę sritį – švietimo, sveikatos, socialinių ir kitų viešųjų paslaugų gyventojams tobulinimą.
„Labai simboliška, kad Regionų plėtros programa pradedama nuo Socialinės apsaugos ir darbo ministerijos srities. Utena – pirmasis regionas, kur už 900 tūkst. eurų bus perkami 10 socialinių būstų, atiteksiančių gausioms šeimoms ir asmenims su negalia. Tai patenkins visą savivaldybės būsto poreikį daugiavaikėms šeimoms apgyvendinti bei padidins būsto prieinamumą asmenims su negalia. Verta pasidžiaugti, kad regionas ties tuo nesustoja ir iki 2027 m. planuoja įsigyti daugiau nei 300 socialinio būstų ir patenkinti beveik visą regione šiuo metu esantį socialinio būsto poreikį“, – sako socialinės apsaugos ir darbo ministrė Monika Navickienė.
Savarankiškos regionų plėtros tarybos susikūrė 2021 m., kuomet buvo suformuota nauja regioninės politikos teisinė bazė. 2022 m. Vyriausybė pavirtino Regionų plėtros programą, nustačiusią pagrindines Lietuvos regioninės politikos investicijų kryptis ir užtikrinusi jų rekordinį finansavimą – daugiau kaip 1,6 mlrd. eurų arba apie 27 proc. visų Lietuvos gaunamų ES struktūrinių fondų. 2023 m. regionų plėtros tarybos nustatė kiekvieno regiono esmines problemas, jų priežastys ir sprendimus, kuriuos įtvirtino regionų plėtros planuose.
Regionų plėtros tarybos jau suplanavo 58 pažangos priemones (konkrečius projektus) už 597,8 mln. eurų. Tai sudaro 37 proc. Regionų plėtros programoje numatytų ES fondų lėšų. Iki š. m. rugsėjo mėn. turėtų būti suplanuota projektų už 100 proc. (1, 6 mlrd. eurų) programoje numatytų ES fondų lėšų.
