Atsižvelgusi į Trišalėje taryboje profesinių sąjungų ir darbdavių organizacijų atstovų išsakytas nuomones, į Lietuvos banko siūlymą ir atnaujintas ekonomikos prognozes, Socialinės apsaugos ir darbo ministerija Vyriausybei siūlo priimti kompromisinį sprendimą ir 2025 metais taikyti 1038 eurų minimalią mėnesinę algą (MMA), neatskaičius mokesčių, vietoje dabar nustatytos 924 eurų. MMA didėtų 114 eurų, arba 12 proc. Atitinkamai minimalus valandinis atlygis didėtų iki 6,35 euro (dabar 5,65 euro).
Šiuo metu MMA yra 924 eurai ir sudaro 43 proc. vidutinio bruto atlyginimo (atskaičius mokesčius ji siekia 708 eurus ir sudaro apie 53 proc. vidutinio neto atlyginimo) bei nuo 2021 metų (642 eurai) jau kilo 44 proc. Tai vienas sparčiausių MMA augimų tarp EBPO valstybių.
„MMA gerai atlieka perskirstymo ir pajamų nelygybės mažinimo funkciją. Didesnės darbuotojų pajamos taip pat didina ir verslo pajamas (ypač regionuose), nes darbuotojai gali daugiau nupirkti iš vietinio verslo. Pagrindinė per didelės MMA rizika, jei mūsų eksportuojančios įmonės nebegalėtų parduoti savo produkcijos. Todėl mūsų tikslas – didinti MMA nuosekliai, bet atsargiai, kartu skatinant eksportuojančius darbdavius pereiti nuo konkurencijos mažesne kaina (pigesne alga), prie konkurencijos aukštesne kokybe. Taip visi būtų turtingesni“, – sako laikinai einantis socialinės apsaugos ir darbo ministro pareigas Vytautas Šilinskas.
Trišalė taryba susitarė dėl MMA didinimo, bet nepriėmė vieno sprendimo dėl 2025 metų MMA dydžio, nes šiuo klausimu buvo pateiktos skirtingos nuomonės: darbuotojų atstovai MMA siūlė kelti pagal sutartą formulę, t. y. 15,8 proc. arba iki 1070 eurų, darbdavių atstovai pritarė Lietuvos banko pasiūlymui MMA didinti palaipsniui, nuo 2025 metų MMA kelti 10 proc. arba iki 1016 eurų. Vyriausybės pozicija buvo siekti darbdavių ir profesinių sąjungų sutarimo ir pritarti socialinių partnerių sutartam dydžiui, jeigu toks būtų buvęs.
Darbdaviams ir darbuotojams nesusitarus dėl konkretaus MMA dydžio, SADM siūlo vadovautis darbdavių ir Lietuvos banko strategija 50 proc. VDU pasiekti ne iš karto, bet per dvejus metus. Kita vertus, konkrečią sumą siūlo didesnę nei pageidavo darbdaviai, nes pagal atnaujintas prognozes vidutinis darbo užmokestis augs sparčiau nei planuota diskusijų Trišalėje taryboje metu.
Ministerijos preliminariais skaičiavimais, nustačius 1038 eurų MMA ir taikant tą patį neapmokestinamąjį pajamų dydį, kuris taikomas ir šiais metais, MMA uždirbančiųjų pajamos atskaičiavus mokesčius kitąmet paaugtų 69 eurais ir siektų 777 eurus. Tai yra daugiau, nei preliminariai prognozuojama 2025 metų santykinė skurdo rizikos riba – 732 eurai.
MMA 2025 metams bus tvirtinama Vyriausybės nutarimu, kurio viešo derinimo procesas šiuo metu ir prasidėjo.
