Vidaus reikalų ministerija kartu su Europos Tarybos Gero valdymo ekspertizės centru pradeda įgyvendinti projektą ELoGE (angl. European Label of Governance Excellence), kurio metu vertinama savivaldybių atitiktis dvylikai gero demokratinio valdymo principų.
„Dabar ypač palankus metas dalyvauti projekte, nes darbą pradeda naujai išrinktos savivaldybių tarybos ir merai. Kitas vertinimas numatomas 2026 m., tad tai yra puiki galimybė nustatyti tobulintinas sritis ir pasimatuoti pažangą, kurią savivaldybių valdyme pasieks naujieji merai“, – teigia vidaus reikalų ministrė Agnė Bilotaitė.
Vertinime dalyvauti apsisprendusių savivaldybių gyventojai, tarybų nariai, savivaldybių administracijos darbuotojai bus kviečiami užpildyti Europos Tarybos aprobuotus klausimynus apie demokratinį dalyvavimą, atstovavimą, sąžiningų rinkimų organizavimą, savivaldybės skaidrumą, efektyvumą ir t.t. Įvertinus atsakymus, reikiamą balų skaičių surinkusios savivaldybės bus apdovanotos Europos Tarybos ženklu už nepriekaištingą valdymą.
Vertinimo procesą stebės ir rezultatus tvirtins specialiai tam tikslui iš Vidaus reikalų ministerijos, Savivaldybių asociacijos, Mykolo Romerio universiteto, Viešojo valdymo kompetencijų tinklo, Lietuvos jaunimo organizacijų tarybos, Lietuvos savivaldybių seniūnų asociacijos, Lietuvos vietos bendruomenių organizacijų sąjungos bei kitų nevyriausybinių organizacijų atstovų sudaryta ELoGE nacionalinė grupė.
Savivaldybės ELoGE Gero valdymo etaloninio vertinimo projekte dalyvauja savanoriškai. Vidaus reikalų ministerija, kaip akredituota vertinimo organizatorė, užtikrins vertime dalyvaujančių savivaldybių atstovų apmokymą ir nuolatinį konsultavimą klausimynų pildymo ir įrodymų pateikimo klausimais. Lapkričio mėnesį numatytas iškilmingas savivaldybių apdovanojimas.
Pirmą kartą Lietuvos savivaldybės ELoGE projekte dalyvavo 2019 m. Tuomet paraiškas dalyvauti pateikė 35 savivaldybės, 24 pabaigė procesą, o 14 iš jų (Alytaus m., Anykščių r., Akmenės r., Birštonas, Druskininkai, Vilkaviškio r, Joniškio r., Tauragės r., Jonavos r., Šiaulių m., Plungės r., Panevėžio r., Kupiškio r. ir Klaipėdos m.) buvo įteiktas Europos Tarybos ženklas už nepriekaištingą valdymą.
