Kone kas trečias negalią turintis darbingo amžiaus žmogus sėkmingai dirba, o darbą asmenys su negalia susiranda žymiai greičiau nei prieš 4-erius metus. Taip pat daugėja dalyvaujančių aktyvios darbo rinkos politikos priemonėse, siekiančių įgyti naują profesinę kvalifikaciją, o tai žmonėms su negalia atveria ne tik daugiau galimybių, bet ir leidžia daugiau uždirbti, rodo duomenys.
Vien per šių metų balandį įsidarbino ir veiklą pagal verslo liudijimus pradėjo 800 asmenų su negalia – 28,6 proc. daugiau, lyginant su kovo mėnesiu. Tai didžiausias per mėnesį įsidarbinusių ir veiklą pradėjusių asmenų su negalia skaičius nuo 2022 m. rugsėjo.
Apskritai, įgyvendinus žmonių su negalia įdarbinimo rėmimo sistemos pokyčius, per metus įdarbintų asmenų su negalia dalis, palyginti su tais metais Užimtumo tarnyboje registruotų asmenų su negalia skaičiumi, padidėjo beveik 10-čia procentinių punktų: nuo 24 proc. 2019 m. iki 33,4 proc. 2023 m.
Pasak socialinės apsaugos ir darbo viceministrės Justinos Jakštienės, nors iššūkių, atveriant galimybes žmonėms su negalia sėkmingai dirbti ir užsidirbti, netrūksta, tendencijos palankios.
„Negalia neturėtų būti priežastis, dėl kurios ir jaunas, ir vyresnio amžiaus darbingas žmogus su negalia negalėtų susirasti darbo. Pastarųjų metų duomenys rodo, kad keičiasi darbdavių ir visos visuomenės požiūris į tai, ką gali ir ko negali žmogus su negalia. Paskatos verslui įdarbinti žmones su negalia, taip pat daugiau galimybių žmonėms su negalia įsitvirtinti atviroje darbo rinkoje, keičiant kvalifikaciją, jau duoda vaisių“, – sako J. Jakštienė.
Remiantis Užimtumo tarnybos duomenimis, asmenys su negalia pradėjo įsidarbinti greičiau: 2023 m. asmenų su negalia nedarbo trukmė sumažėjo 69 dienomis, t. y. 18,4 proc., lyginant su 2022 m.
Be to, pernai aktyvios darbo rinkos politikos priemonėse, kuriomis siekiama padėti darbo ieškantiems asmenims didinti jų užimtumo galimybes ir užtikrinti ilgalaikį dalyvavimą darbo rinkoje, pradėjo dalyvauti pusantro karto daugiau žmonių su negalia nei 2022 m. arba du su puse karto daugiau nei 2021 m. Taip pat padidėjo ir aktyvios darbo rinkos politikos priemonių efektyvumas – pernai, baigę 6 mėn. dalyvavimą šiose priemonėse, darbo rinkoje išliko 62 proc. asmenų su negalia (2022 m. – 61 proc.).
Duomenys rodo, kad šių metų pirmąjį ketvirtį 68 proc. asmenų su negalia, prieš 6 mėn. baigusių profesinį mokymą, sėkmingai įsiliejo į darbo rinką. Persikvalifikavę negalią turintys asmenys uždirba vidutiniškai 450 eurų daugiau nei iki dalyvavimo paramos mokymuisi priemonėse.
SADM primena, kad pernai įsigaliojo naujovės, padedančios žmonėms su negalia įsidarbinti atviroje darbo rinkoje. Jos reiškia laisvę pasirinkti – kur beįsidarbintų, pagalba „keliauja“ paskui žmogų, o pagalbos apimtys nepriklauso nuo darbdavio statuso.
Siekiant padėti žmonėms, turintiems negalią, įsitvirtinti arba išlikti darbo rinkoje, visų pirma, darbdaviui gali būti kompensuojama dalis negalią turinčių žmonių darbo užmokesčio išlaidų, mokama darbo užmokesčio subsidija turintiems:
• iki 25 proc. dalyvumo lygį – neterminuotai;
• 30–40 procentų dalyvumo lygį – 36 mėn. (anksčiau buvo iki 24 mėn.);
• 45–55 procentų dalyvumo lygį – 6 mėn.
Jeigu darbo funkcijoms atlikti žmogui su negalia nustatytas darbo asistento pagalbos poreikis, darbdaviui kompensuojama dalis darbo užmokesčio darbo asistento, kuris žmogui su negalia padeda atlikti su darbu susijusias funkcijas. Anksčiau ši galimybė buvo tik socialinėms įmonėms.
Taip pat darbo vietos pritaikymui darbdaviui skiriama subsidija iki 31 MMA. Ši subsidija gali būti skiriama ir dirbančiam asmeniui nustačius sumažėjusį dalyvumo lygį (anksčiau – tik bedarbiams). Taip pat skiriama subsidija patalpų remontui, pritaikant darbo vietos aplinką, gamybines ir poilsio patalpas. Anksčiau ši galimybė buvo tik socialinėms įmonėms.
Po išsamių diskusijų su socialiniais partneriais ir viešųjų konsultacijų parengtas ir šiemet, antrojoje metų pusėje, bus pradėtas taikyti naujas profesinės reabilitacijos modelis, kuris sudarys sąlygas asmenims su negalia gauti individualius asmens poreikius atitinkančias profesinės reabilitacijos paslaugas: pasitelkus apmokėjimo už mokymo paslaugas kuponų sistemą, paprasčiau ir lanksčiau rinktis mokymo paslaugų teikėjus bei profesinio mokymo ar neformaliojo suaugusiųjų švietimo programas ir įgyti paklausią darbo rinkoje kvalifikaciją ar kompetenciją. Taip pat numatyta galimybė gauti palydėjimo mokymosi metu paslaugą.
