Šalpos pensijos negalią turintiems dirbantiesiems būtų skiriamos nepriklausomai nuo to, kada ir kokio lygio negalia nustatyta, taip pat šalpos senatvės pensijas galėtų gauti ir jau pensinio amžiaus sulaukę, bet vis dar dirbantys žmonės – tokiems siūlymams šiandien po pateikimo pritarė Seimas. Artimiausiu metu jie bus svarstomi Parlamento komitetuose.
Pasak socialinės apsaugos ir darbo ministrės Monikos Navickienės, jei Seimas siūlymams pritars, taip bus atvertos galimybės pagerinti žmonių gyvenimo kokybę – ir turinčiųjų negalią, ir pensinio amžiaus – sėkmingai galinčių ir norinčių dirbti.
„Šių siūlymų esmė – neversti žmogaus rinktis tarp darbo ir šalpos pensijos. Skatiname negalią turinčiuosius dirbti, užsidirbti, nepaisant to, ar negalia jiems nustatyta iki 24-erių metų, ar vėliau, tuo pačiu metu gaunant ir šalpos pensiją. Taip pat atveriame galimybes ir dirbantiems pensininkams, kurie nebeprarastų teisės į šalpos pensiją ir dirbdami“, – teigia M. Navickienė.
Pagal šiuo metu galiojantį reglamentavimą dirbti ir kartu gauti šalpos pensiją gali tik tie asmenys, kuriems negalia pripažinta iki 24 metų sukakties. Tuo metu, žmonės, kuriems nustatytas 45-55 proc. dalyvumo lygis jau sulaukus 24 metų amžiaus, apskritai teisės gauti šalpos pensijos neturi. Pritarus pakeitimams, teisę į šalpos negalios pensiją įgytų visi negalią turintys ir dirbantys žmonės, taip pat dirbantieji, sukakę pensinį amžių.
Taip pat, Seimui pritarus, būtų taikomas vienodas šalpos negalios pensijų dydžių nustatymo principas, t. y. visiems gavėjams šalpos negalios pensijų dydžiai būtų suskirstyti kas 5 netekto dalyvumo procentus.
Vertintina, kad siūlomi pakeitimai turėtų įtakos ženkliam asmenų skaičiui – didesnio dydžio šalpos negalios pensijas gautų apie 13 tūkst. žmonių, tam kitąmet turėtų būti skirta apie 24 mln. eurų valstybės biudžeto lėšų.
Remiantis Sodros 2024 m. I ketvirčio duomenimis, šalpos išmokas gauna 63 tūkst. asmenų, iš kurių – daugiau nei 45 tūkst. asmenų mokama šalpos negalios pensija, vidutinė išmoka siekia 301 eurą. Tuo metu, šalpos senatvės pensiją, kaip rodo duomenys, gauna daugiau nei 11 tūkst. asmenų (vidutinė išmoka – 195 eurai).
Seimui pritarus, pakeitimai įsigaliotų nuo 2025 m. sausio 1 d.
