2024 m. rugpjūčio 30 d. įregistruota Vidaus reikalų ministerijos viešoji įstaiga VRM projektų valdymo agentūra, kuri pakeitė iki šiol veikusią viešąją įstaigą Jungtinis techninis sekretoriatas.
Pasak vidaus reikalų ministrės Agnės Bilotaitės, agentūra padės stiprinti šalies civilinės saugos sistemą.
„Vidaus reikalų ministerijos projektų valdymo agentūra aktyviai įsitrauks į Civilinės saugos stiprinimo ir plėtros programos įgyvendinimą, vykdydama priedangų infrastruktūros plėtros projektų atranką. Planuojame, kad agentūra plėtos savo veiklą ne tik civilinės saugos, bet ir kitose vidaus reikalų ministrui pavestose visuomenės saugumo (migracijos, sienos apsaugos ir kt.) srityse“ – teigia ministrė A. Bilotaitė.
Atlikus Europos Sąjungos ir kitų fondų programas administruojančių ministerijos struktūrinių padalinių ir įstaigų funkcijų peržiūrą, patvirtinti naujos agentūros įstatai.
Poreikį keisti įstatus lėmė ne tik atlikta funkcijų peržiūra, bet ir Strateginio valdymo metodikos pakeitimai, kuriais Vidaus reikalų ministerijos įstaigai suteikiami nauji viešojo administravimo įgaliojimai.
Ministerijos viešoji įstaiga įtraukta į administruojančiosios institucijos funkcijas galinčių atlikti viešųjų įstaigų sąrašą, taip sudarant galimybę šiai įstaigai vykdyti pagal nacionalinių plėtros programų, kurių valdytoja yra Vidaus reikalų ministerija, pažangos priemonių aprašus atrenkamų projektų atranką ir administravimą.
Viešoji įstaiga sėkmingai veikia jau 20 metų, kurios pagrindinė veikla – teritorinio bendradarbiavimo (INTERREG) programų, kurioms vadovauja Vidaus reikalų ministerija, administravimas.
Atkreiptinas dėmesys, kad įstaigos buveinės adresas ir kiti duomenys, išskyrus įstaigos pavadinimą, nesikeičia. VšĮ Jungtinis techninis sekretoriatas vardu sudaryti sandoriai ir įsipareigojimai lieka galioti.
Funkcijų peržiūros tikslas – didinti veiklos efektyvumą, kokybę ir rezultatyvumą atliekant ES ir kitų fondų finansuotų programų koordinavimo ir administravimo funkcijas.
Atlikus peržiūrą išgrynintos Vidaus reikalų ministerijos ES investicijų departamento funkcijos bei sustiprintas pasienio regionų plėtrai skirtų projektų koordinavimas įgyvendinant Lietuvos ir Lenkijos bendradarbiavimo per sieną INTERREG programas.
Šiuo metu Vidaus reikalų ministerija dalyvauja skirtingų finansavimo laikotarpių 13 programų įgyvendinime, atliekant vadovaujančiosios, tarpinės, koordinuojančiosios ar jungtinio techninio sekretoriato funkcijas.
