Vidaus reikalų viceministrė Sigita Ščajevienė Lietuvos savivaldybių asociacijos (LSA) Savivaldybių administravimo komitete pristatė Vietos savivaldos įstatymo pakeitimo projektą.
Įvykus 2023 m. savivaldybių tarybų ir merų rinkimams, įsigaliojo naujos redakcijos Vietos savivaldos įstatymas. Praktikoje pradėjus taikyti naują vietos savivaldos modelį, išaiškėjo teisinio reglamentavimo trūkumai, kurie paskatino tobulinti Vietos savivaldos įstatymą.
„Projekto tikslas – spręsti paaiškėjusias Vietos savivaldos įstatymo praktinio taikymo problemas. Būtina aiškiau reglamentuoti savivaldybės institucijų kompetencijas, savivaldybės komitetų ir komisijų darbo tvarką, spręsti su mero pavadavimu, vicemerų paskyrimu ir kitas praktikoje kylančias problemas“, – teigia viceministrė.
Įstatymo pakeitimais taip pat siūloma sudaryti prielaidas didesniam savivaldybių kontrolės ir audito tarnybų nepriklausomumui, į Etikos ir Antikorupcijos komisijas įtraukti visuomenės atstovus, užtikrinti teisės akto nuostatų nuoseklumą ir suderinamumą su kitais įstatymais.
Siekdama užtikrinti efektyvų teisėkūros procesą, Vidaus reikalų ministerija inicijavo suinteresuotų institucijų diskusijas, kurių metu aptartos svarbiausios Vietos savivaldos įstatymo taikymo praktikoje problemos, galimi jų sprendimo būdai. Apibendrinus problematiką ir pateiktus siūlymus, parengtas įstatymo pakeitimo projektas.
