Vidaus reikalų ministrė Agnė Bilotaitė su krašto apsaugos ministru Arvydu Anušausku aptarė Valstybės sienos apsaugos tarnybos surengtas taktines pratybas „PRIEDANGA – 2023“, kurios įvyko pasienyje su Baltarusija.
Šių pratybų tikslas – patikrinti ir tobulinti pasieniečių ir Lietuvos kariuomenės sąveiką pagal Vyriausybės atnaujintą Valstybės sienos apsaugos priedangos planą.
Taktinėse pratybose imituoti du scenarijai: vienas, susijęs su neteisėtos migracijos netipine situacija, kitas – su organizuotos grupės neteisėtu patekimu į Lietuvos teritoriją.
Pasak ministrės A. Bilotaitės, šios pratybos – geriausias būdas praktiškai išbandyti priedangos plane numatytus bendrus institucijų veiksmus, jų koordinavimą realiu grėsmės atveju.
„Pasikeitus saugumo padėčiai regione, viešąjį saugumą užtikrinančios tarnybos ir kariuomenė turi būti maksimaliai pasiruošusios atremti bet kokias grėsmes ir galimas provokacijas prie valstybės sienos, kuri kartu yra ir Europos Sąjungos, ir NATO išorinė siena“, – teigia vidaus reikalų ministrė A. Bilotaitė.
„Lietuva kartu su sąjungininkais akylai stebi situaciją pasienyje su Baltarusija, kartu tariamės ir deriname veiksmus. Negalime visiškai atmesti to, kad Baltarusijos pusė gali mėginti vienu ar kitu būdu provokuoti valstybinės sienos pažeidimus. Todėl šiomis bendromis pratybomis su Vidaus reikalų ministerija demonstruojame šalies pasirengimą ir gebėjimą reaguoti į hibridines atakas. Valstybės sienos apsaugos tarnyba, dirbdama kartu su Lietuvos kariuomene, gali duoti tvirtą atsaką bet kokiems mėginimams pažeisti Lietuvos sieną. Šios bendros pratybos yra dar vienas įrodymas, kad esame pasirengę bet kokiems iššūkiams. Įvairiose pratybose Lietuvoje kasdien dalyvauja apie 4000 Lietuvos karių“, – sako krašto apsaugos ministras A. Anušauskas.
Esant aukštam grėsmės lygiui atnaujintas priedangos planas užtikrina savalaikį ir operatyvų pajėgų pastiprinimą Lietuvos pasienyje ir tam nereikės papildomo tarpinstitucinio derinimo.
Valstybės sienos apsaugos priedangos planas reglamentuoja išorės sienos ir vidaus sienos apsaugą, kai paskelbiami sustiprintos valstybės sienos apsaugos režimai ar jų lygiai.
Šiame plane nustatyti kriterijai pagal grėsmių lygius, kada ir kokia apimtimi pasitelkiama Lietuvos kariuomenė, Šaulių sąjunga, kitos atsakingos žvalgybos institucijos ir vidaus reikalų sistemos tarnybos.
Plano tikslas – kompleksinėmis priemonėmis ir koordinuotais tarpinstituciniais ir (arba) tarptautiniais veiksmais operatyviai ir proporcingai reaguoti į kylančias ar susidariusias grėsmes Lietuvos Respublikos nacionaliniam bei valstybės sienos saugumui, užtikrinti patikimą valstybės sienos apsaugą ir valstybės sienos kirtimo kontrolę.
Valstybės sienos apsaugos priedangos planas, kaip teisinis įrankis, numatytas Lietuvos Respublikos valstybės sienos ir jos apsaugos įstatyme ir Krašto apsaugos sistemos organizavimo ir karo tarnybos įstatyme.
Šiuo metu Lietuvos siena su Baltarusija saugoma sustiprintu režimu. Baltarusijos pasienis 100 procentų stebimas moderniomis sienos stebėjimo sistemomis, prieš beveik metus pasienyje pastatytas fizinis barjeras.
