Trečiadienį, sausio 31 d., Sveikatos apsaugos ministerijoje susitikę vidaus reikalų ministrė Agnė Bilotaitė ir sveikatos apsaugos ministras Arūnas Dulkys sutarė, kad užtikrinant didesnį visuomenės saugumą, policija bus geriau informuojama apie ginklų savininkų sveikatos pokyčius. Susitikimo metu aptarti ir kiti klausimai, susiję su situacijomis, kai juose dalyvauja psichinį sutrikimą turintys asmenys.
Policijos įstaigose kasmet registruojama apie 40 tūkstančių nusikalstamų veikų, kurioms užkardyti, išsamiai atskleisti, neretai reikalingi asmens sveikatos bei psichikos sveikatos priežiūros įstaigų duomenys. Pastaruoju metu visuomenėje atgarsį sukėlę įvykiai parodė, kad policijai ir sveikatos apsaugos sistemai reikalinga automatizuotai keistis informacija apie asmenis, kurie dėl psichikos sveikatos sutrikimų kelia grėsmę aplinkai ir žmonių saugumui.
„Visuomenės saugumo užtikrinimas – bendra policijos ir medikų atsakomybė. Glaudžiai bendradarbiaudami su sveikatos apsaugos specialistais, turime sukurti šiuolaikišką algoritmą, kuris padėtų policijai laiku reaguoti arba užkardyti nusikaltimus, kai įtariamas asmuo turi psichikos sveikatos sutrikimų“, – teigia vidaus reikalų ministrė A. Bilotaitė.
Sveikatos apsaugos ministras Arūnas Dulkys teigia, kad pagrindinis klausimas yra kaip padidinti visuomenės saugumą, nepažeidžiant pacientų interesų ir nedidinant administracinės naštos gydytojams. „Ir dabar vyksta policijos informavimas apie ginklų savininkų psichinės sveikatos pokyčius, tačiau tai daroma tradiciniu, dokumentų pavidalu. Visos prielaidos automatizuoti procesus yra sudarytos, E. sveikatoje jau yra toks funkcionalumas, tereikia atitinkamus pakeitimus padaryti teisėkūroje ir policijos informacinėje sistemoje. Tai darbai, kurie turi ir bus padaryti artimiausiu metu“, – teigia sveikatos apsaugos ministras A. Dulkys.
Šiai dienai per penkias darbo dienas medikai turi pareigą informuoti gydymo įstaigos vadovą apie ginklo savininko psichikos sveikatos pokyčius, o gydymo įstaigos administracija privalo perduoti šią informaciją policijai, kuri suteikia ir naikina leidimus ginklams.
Bus mažinama biurokratinė našta policijai ir gydymo įstaigoms
Vidaus reikalų ministerijos vertinimu, E.sveikata tikslinga būtų integruoti su Policijos registruojamų įvykių registru. Tai policijai padėtų gauti informaciją, ar įvykio vietoje registruotas asmuo turi psichikos ar elgesio sutrikimų. Policijos pareigūnai galėtų iš anksto pasirinkti ir suplanuoti reagavimo taktiką.
Pasak sveikatos apsaugos ministro, tai itin kompleksinis klausimas, kuris apima tiek reagavimo procesą, tiek įvertinimą, kad psichinį susirgimų turintys asmenys dažniau yra nusikaltimų aukos nei dalyviai, tiek duomenų apsaugą, todėl sutarta šį klausimą nagrinėti detaliau, apimant visus teisinius ir sveikatos aspektus. Sutarta, kad šiuo klausimu vyks ministerijų darbas specialistų lygmenyje.
Policijai praverstų ir automatizuotu būdu gaunama informacija iš sistemos E. sveikata apie baudžiamojo ar administracinio proceso dalyvių registraciją, jų lankymąsi konkrečioje sveikatos priežiūros įstaigoje. Tokiu būdu tyrėjai galėtų kreiptis į konkrečią įstaigą, o ne visas iš eilės, dėl duomenų apie konkretų asmenį gavimo.
Sveikatos apsaugos ministerijos vertinimu, šie pakeitimai mažintų biurokratinę naštą tiek policijai, tiek gydymo įstaigoms. Kartu su E. sveikatos patobulinimais jie galėtų būti įdiegti dar šiemet, tuomet duomenų perdavimas vyktų automatiškai.
