Vidaus reikalų ministrė Agnė Bilotaitė pateikė Seimui svarstyti Civilinės saugos stiprinimo ir plėtros programą, kurioje numatytos pagrindinės civilinės saugos plėtros kryptys ir priemonės iki 2030 m. Lėšų poreikis Civilinės saugos programos įgyvendinimui siekia apie 285 mln. eurų.
Pasak ministrės A. Bilotaitės, sukurti šio laikmečio iššūkius atitinkančią civilinės saugos programą paskatino nesaugi kaimynystė ir iš to kylančios karinės ir hibridinės grėsmės, taip pat nesaugi Baltarusijos Astravo atominė jėgainė ir karo Ukrainoje pamokos.
„Pasikeitusi geopolitinė situacija ir grėsmių lygis rodo, kad civilinės saugos stiprinimas yra ne galimybė, o būtinybė. Turime aiškius prioritetus ir siektinus rezultatus, kuriems įgyvendinti ypatingai svarbu užtikrinti reikiamą finansavimą, nes be jo esminio pokyčio nesukursime. Tik nuo politinės valios Seime priklausys, kokia bus Lietuvos civilinės saugos sistemos ateitis“, – sako ministrė Agnė Bilotaitė.
Civilinės saugos ir stiprinimo programa ketinama įgyvendinti 7 prioritetus: priedangų infrastruktūros plėtrą; perspėjimo sistemos tobulinimą ir gyventojų informavimo stiprinimą; krizių valdymo ir civilinės saugos sistemos subjektų parengties ir atsparumo didinimą; sveikatos sistemos atsparumo didinimą; civilinės saugos pagalbos komandų formavimą; pasirengimo cheminėms, biologinėms, radiologinėms ir branduolinėms grėsmėms stiprinimą; civilinės saugos mokymų pajėgumų stiprinimą.
Didesnė programos lėšų dalis būtų skiriama savivaldybėms investuoti į priedangų infrastruktūros plėtrą, įgyvendinti prevencijos ir parengties iniciatyvas, apsirūpinti būtinų priemonių atsargomis nepertraukiamai veiklai ir gyventojų poreikių tenkinimui.
Programoje numatyta, kad bus siekiama užtikrinti priedangas 50 proc. gyventojų. Šiuo metu Lietuvoje identifikuota apie 4,2 tūkst. priedangų, kuriose tilptų daugiau nei 1 milijonas (arba apie 38 proc.) šalies gyventojų.
Pastaraisiais metais plečiama ir modernizuojama gyventojų perspėjimo sistema. Šalies teritorijoje veikia 944 perspėjimo sirenos, kuriomis galima perspėti 56,8 proc. Lietuvos gyventojų.
Iš Norvegijos finansavimo nupirktos 197 sirenos ir baigiamas jų montavimas 17-oje savivaldybių, esančių arčiausiai Baltarusijos atominės jėgainės. Tikslas – kad perspėjimo sirenų tinklas pasiektų 75 proc. Lietuvos gyventojų.
2021 m. Vyriausybė patvirtino kompleksinį priemonių planą, skirtą pasirengimui galimai avarijai Baltarusijos AE. Pagal jį pirmą kartą šalies istorijoje skirtas finansavimas savivaldybėms (18-kai), esančioms pavojaus zonoje – iš viso daugiau nei 90 mln. eur.
Šis priemonių planas prisideda ne tik prie geresnio savivaldybių pasirengimo galimam radiologiniam pavojui, bet ir kitoms ekstremaliosioms situacijoms.
Tam, kad gyventojai būtų apsaugoti galimų ekstremaliųjų situacijų atvejais ar karinės agresijos metu, ne tik plėtojamas priedangų tinklas, tobulinama gyventojų informavimo ir perspėjimo sistema, bet ir stiprinama visuomenės savisaugos kultūra, didinama krizių valdymo ir civilinės saugos bei krašto apsaugos sistemų sąveika.
