Žemės ūkio ministras Kęstutis Navickas pasirašė įsakymą „Dėl nacionalinės pagalbos pieno gamintojams teikimo taisyklių patvirtinimo“ , kuriuo numatyta, kaip bus paskirstyti 8 mln. Eur paramos.
Paraiškas paramai gauti pieno gamintojai bus kviečiami nuo balandžio 17 d. iki gegužės 5 d. Pavėluotai paraišką bus galima pateikti ne vėliau kaip iki birželio 5 d., tačiau tik dėl išskirtinių aplinkybių, nepriklausančių nuo pareiškėjo valios (force majeure). Paramos lėšas planuojama išmokėti nuo birželio 1 dienos.
Pagalba bus teikiama pieno gamintojams, pateikusiems paraiškas nacionalinei pagalbai gauti, ir atitinkantiems visus šiuos reikalavimus:
- Lietuvos Respublikos žemės ūkio ir kaimo verslo registre yra užregistruoti kaip valdos valdytojai arba partneriai ne vėliau kaip iki 2023 m. sausio 31 d.;
- jeigu vidutinė 2023 m. vasario–kovo mėnesių natūralaus žalio pieno supirkimo kaina bus ne didesnė kaip 35 ct už kilogramą (duomenys apie pieno supirkėjų sumokėtą pieno kainą kiekvienam pieno gamintojui imami iš Pieno apskaitos informacinės sistemos);
- kurių vardu Ūkinių gyvūnų registre (ŪGR) 2023 m. kovo 1 d. buvo registruotų pieninių karvių;
- kurie ir kurių sutuoktiniai nėra ir nebuvo patvirtinti paramos gavėjai pagal Kaimo plėtros 2004–2006 metų plano priemonę „Ankstyvo pasitraukimo iš prekinės žemės ūkio gamybos rėmimas“ ir Lietuvos kaimo plėtros 2007–2013 metų programos priemonę „Ankstyvas pasitraukimas iš prekinės žemės ūkio gamybos“.
Išmokos dydis bus padidinamas 10 proc. tiems pieno gamintojams, kurie buvo pripažintos kooperatinės bendrovės (kooperatyvo) nariais 2023 m. kovo 1 d.
Pagalbos dydžiai bus nustatomi atskiru Lietuvos Respublikos žemės ūkio ministro įsakymu iki š. m. gegužės 12 d.
Kadangi pagalba bus išmokama vadovaujantis 2013 m. gruodžio 18 d. Komisijos reglamentu (ES) Nr. 1408/2013 dėl Sutarties dėl Europos Sąjungos veikimo 107 ir 108 straipsnių taikymo de minimis pagalbai žemės ūkio sektoriuje − bendra nereikšmingos (de minimis) pagalbos suma vienam pieno gamintojui per einamuosius ir dvejus ankstesnius finansinius metus negalės viršyti 25 tūkst. Eur.
