Žemės ūkio ministras Kazys Starkevičius tarptautinėje konferencijoje, skirtoje aprūpinimo maistu saugumo temai, pabrėžė bendradarbiavimo svarbą ir išreiškė palaikymą konferencijos organizatorei Ukrainai – vienai didžiausių pasaulyje žemės ūkio produktų gamintojų ir eksportuotojų.
Ministras pabrėžė, kad dabar – krizės ir konflikto akivaizdoje – pats laikas bendradarbiauti, stiprinti santykius ir stabilizuoti šalių ekonomikas.
„Rusijos veiksmai Ukrainoje kelia grėsmę visam pasauliui, ypač pažeidžiamiausioms šalims, o grėsminga politinė realybė verčia mus koreguoti planus, kad galėtume spręsti tvarių maisto sistemų, aprūpinimo maistu iššūkius. Aprūpinimas maistu ir maisto sistemų atsparumas yra vienos svarbiausių sąlygų, užtikrinančių mūsų saugumą“, – kalbėjo ministras K. Starkevičius.
Lietuva aktyviai prisideda prie galimų sprendimų, kaip užtikrinti naujus Ukrainos produktų logistikos kelius, paieškos. Palaikomos ryžtingos Ukrainos pastangos išlaikyti Juodosios jūros jūrų koridorių ir prisidėti prie pasaulinio aprūpinimo maistu, eksportuojant grūdus į Afrikos ir Artimųjų Rytų šalis. Lietuva remia ir dalyvauja iniciatyvoje „Grūdai iš Ukrainos“.
„Mūsų įsipareigojimas rasti skubių priemonių, kad karo metu Ukrainos grūdai būtų gabenami į pasaulinę maisto rinką, yra reikšmingas indėlis į pasaulinės prekybos maistu palaikymą“, – konferencijoje pabrėžė ministras K. Starkevičius.
Žemės ūkio ministerija ėmėsi priemonių sugriežtinti iš Rusijos ir kitų padidintos rizikos šalių importuojamų grūdų kontrolę. Į Lietuvą importuojamiems grūdams, skirtiems maistui, pašarams ir susijusiems produktams, taikomos sustiprintos kokybės ir kilmės nustatymo priemonės. Grūdams, vežamiems tranzitu per Lietuvą, taip pat bus taikomi griežtesni kilmės kontrolės reikalavimai.
„Rusiškų grūdų patekimo į Lietuvos rinką ribojimas yra kritiškai svarbus klausimas mūsų šaliai ir visam regionui. Jis reikšmingas ne tik dėl tiesioginio poveikio grūdų kainoms rinkoje, bet ir dėl platesnio geopolitinio konteksto. Susirūpinimą kelia tai, kad rusiškų grūdų tranzitas per Baltijos šalių uostus daro neigiamą poveikį grūdų supirkimo kainoms, nes rusiški grūdai tarptautinėse rinkose gali konkuruoti kainomis, o tai gali pakenkti ES grūdų augintojams ir eksportuotojams“, – sakė žemės ūkio ministras.
Siekiant išsiaiškinti, ar Rusijos gabenami grūdai yra kilę iš okupuotų Ukrainos teritorijų, šiuo metu aktyviai bendradarbiaujama su Jungtinės Karalystės Aplinkos, maisto ir kaimo reikalų departamentu (DEFRA), kad būtų įgyvendinta jų kuriama grūdų tikrinimo schema, pagrįsta moksline izotopine kilme.
Įvairių šaltinių duomenimis, 2023 m. Rusija nusavino ir eksportavo apie 5 mln. tonų grūdų iš okupuotų Ukrainos teritorijų.
„Užtikriname, kad Lietuva kartu su tarptautine bendruomene ir toliau teiks paramą drąsiems Ukrainos žmonėms. Tvirtai pasisakome už Ukrainos suverenitetą, nepriklausomybę ir teritorinį vientisumą“, – kalbėjo ministras, taip pat išreiškęs Lietuvos paramą Bendrojo komunikato dėl aprūpinimo maistu projektui.
Konferencijoje daugelio valstybių narių priimtame komunikate tvirtinama, kad aprūpinimo maistu saugumas – integrali taikos formulės įgyvendinimo dalis, padėsianti įtvirtinti tvarią taiką Ukrainoje, regione ir pasaulyje.
Šioje tarptautinėje konferencijoje dalyvavo 122 atstovai iš viso pasaulio šalių, taip pat Jungtinių Tautų saugumo tarybos, Europos Komisijos, Europos Tarybos atstovai.
