Liepos 10 dieną Europos Sąjungos (ES) Bendrųjų reikalų tarybos (BRT) posėdyje Briuselyje vyko pirmoji politinė diskusija dėl birželio mėnesį pradėtos vidurio laikotarpio ES daugiametės finansinės perspektyvos (DFP) peržiūros.
„Ilgalaikė parama Ukrainai ir daugiau lėšų kariniam mobilumui – to siekiame Europos Sąjungos daugiametės finansinės perspektyvos peržiūros procese“, – teigė Lietuvos nuolatinis atstovas ES ambasadorius Arnoldas Pranckevičius.
Anot ambasadoriaus, Lietuva remia tikslinę DFP peržiūrą, tačiau šiuo metu Europos Komisijos pateiktame pasiūlyme numatyta finansinė parama Ukrainai neatrodo esanti pakankama, taip pat pasiūlyme pasigendame humanitarinės pagalbos Ukrainai, paramos karo paveiktoms ES valstybėms narėms bei didesnio finansavimo kariniam mobilumui.
„Stebina, kad Komisijos pasiūlyme nėra numatyta skirti papildomų lėšų kariniam mobilumui. Papildomos lėšos kariniam mobilumui – būtina priemonė didinant ES gynybos pajėgumus, ypač tose valstybėse narėse, kurios ribojasi su agresore Rusija“ – tarybos metu akcentavo Lietuvos nuolatinis atstovas ES. A. Pranckevičius. Jis taip pat priminė, kad 2019 metais vykusių derybų dėl 2021-2027 metų DFP metu karinio mobilumo biudžetas buvo sumažintas net keturis kartus – nuo 6.5 mlrd. eurų iki 1.7 mlrd. eurų.
„Pasikeitusios geopolitinės aplinkybės nebeleidžia taupyti saugumo sąskaita“, – ragindamas didinti paramą šiai sričiai teigė A. Pranckevičius.
BRT metu liepos mėnesį pirmininkauti ES Tarybai pradėjusi Ispanija pristatė savo prioritetus: ES reindustrializacija, užtikrinant atvirą strateginę autonomiją, ekologinė pertvarka, socialinis ir ekonominis teisingumas bei Europos vienybės stiprinimas. Lietuva pabrėžė, kad ES privalo išlaikyti neslopstančią paramą Ukrainai, įskaitant ilgalaikę karinę ir finansinę pagalbą.
Europos Komisija taip pat pristatė 2023 metų kasmetinę teisinės valstybės ataskaitą, o pirmininkaujanti Ispanija – informaciją apie numatomą kasmetinio teisinės valstybės dialogo peržiūros procesą. Tarybos metu Europos Komisija pristatė informaciją apie Tarpinstitucinės etikos komisijos steigimo procesą. BRT pietų metu vyko diskusija dėl kasmetinio Europos Komisijos strateginio prognozavimo raporto.
