Tradicinėje Druskininkuose vykstančioje konferencijoje savivaldybių žemės ūkio skyrių, Žemės ūkio ministerijos ir kitų institucijų specialistai aptarė žemės ūkio politikos pokyčius, svarbius ir žemdirbiams, ir jiems padedantiems savivaldybių darbuotojams regionuose.
Konferencijoje ,,Naujausių žemės ūkio aktualijų pristatymas stiprinant savivaldybių žemės ūkio skyrių specialistų kompetencijas” dalyvavęs žemės ūkio ministras Kazys Starkevičius visus pasveikino su artėjančia prasminga švente – Derliaus diena, kuri minima antrąjį spalio šeštadienį. „Ši konferencija yra puiki proga susitikti su specialistais, esančiais arčiausiai kaimo žmonių ir teikiančių jiems labai reikalingas paslaugas. Esate tikrai reikšminga grandis, kuri turi būti visapusiškai stiprinama“, – sakė ministras.
Nors savarankiškai žemės ūkio naudmenas ir pasėlius deklaruojančių ūkininkų daugėja, tačiau net 95 proc. pareiškėjų pagalbos kreipiasi į seniūnijų specialistus.
Kalbėdamas apie savo veiklos kryptis ir jau nuveiktus darbus, ministras ypač akcentavo biurokratinės naštos mažinimą ir pagalbą ūkininkams. Papasakojęs apie vykusius susitikimus su kitų ES šalių žemės ūkio ministrais ir ES žemės ūkio komisaru Janusz‘u Wojciechowski‘u, K. Starkevičius pabrėžė, kad visų ministrų nuomonė dėl perdėtų biurokratinių reikalavimų yra vieninga.
„Labai svarbu ūkininkus konsultuoti, jiems padėti, o ne bausti. Žinoma, tai nereiškia, kad galima atpalaiduoti rankas neteisėtų ,,schemų“ kūrėjams, norintiems pasinaudoti parama. Turime daugiau pasitikėti vieni kitais”, – sakė ministras.
Savivaldybių specialistai iš konferencijos ūkininkams parveš tikrai gerų žinių – jau yra parengtas įstatymo projektas dėl į valdas įsiterpusios žemės pardavimo. Pasak ministro, tokios laisvos žemės, kurios plotas Lietuvoje siekia 175 tūkst. ha, yra visuose rajonuose. ,,Ūkininkams turi būti leista šią žemę susitvarkyti. Pirmenybė įsigyti bus teikiama tokią žemę jau besinuomojantiems. Kas neturės pinigų, galės per 15 metų išsimokėti“, – apie pardavimo saugiklius kalbėjo ministras, atkreipdamas dėmesį, kad investiciniams projektams (pvz., laisvos ekonominės zonos įkūrimui) reikalinga žemė nebus parduodama.
Lietuvos savivaldybių asociacijos nariams labai aktualūs ir iššūkiai, susiję su įgyvendinamu Lietuvos žemės ūkio ir kaimo plėtros 2023-2027 m. strateginiu planu (SP). Pagal šį strateginį dokumentą penkeriems metams šalies žemės ūkiui ir kaimo plėtrai skirta beveik 4,3 mlrd. eurų. Pasak ministro, judėjimas ta pačia kryptimi, grįžtamasis ryšys – būtini, nes tik taip galima tobulėti.
Žemės ūkio ministerija yra pateikusi Europos Komisijai jau trečią SP keitimą. Jame – dėmesys ūkininkui, gamybai, atsparumo didinimui ir administracinės naštos mažinimui. Siekiama, kad ūkininkams būtų paprasčiau ne tik dirbti, bet ir gauti paramą, neapkraunant jų pertekliniais reikalavimais. EK atsakymo tikimasi sulaukti iki metų pabaigos.
Konferencijoje aptarta ir kita žemdirbiams aktuali tema – tiesioginės išmokos ir laukiantys pasikeitimai. Nuo spalio 16 d. bus pradėtos mokėti avansinės išmokos, susijusios su plotu ir gyvuliais, o nuo gruodžio 1 d. – pagrindinės išmokos. Šiemet, kaip ir pernai, avansai pagal tiesioginių išmokų intervencines priemones negalės viršyti 70 proc., o pagal kaimo plėtros intervencines priemones – 85 proc. išmokos dydžio.
Dvi dienas truksiančioje konferencijoje taip pat bus apžvelgtos investicijų į žemės ūkio valdas (teikiant paramą supaprastinta tvarka) naujovės, ūkininkų ūkių bei žemės ūkio technikos registravimas, gyvūnų draudimo įmokų kompensavimas, ekologinės gamybos sertifikavimas, Nacionalinės mokėjimo agentūros atliekamos patikros ir kitos aktualijos.
