Suartų daugiamečių pievų ir ganyklų atkurti nereikės, jeigu konkrečiam pareiškėjui nustatytas privalomas atkurti plotas yra mažesnis nei 0,5 ha. Ši išimtis leis išvengti ūkininkams ir institucijoms pernelyg didelės administracinės naštos.
Paskaičiuota, kad dėl šios išimties bus galima ketvirtadaliu sumažinti atvejų, kuomet pareiškėjams bus taikoma prievolė atstatyti daugiametes pievas. Kitiems pareiškėjams atstatomas plotas nesikeis.
Keičiamas žemės ūkio ministro 2016 m. sausio 29 d. įsakymas Nr. 3D-40 „Dėl Daugiamečių ganyklų arba pievų atkūrimo tvarkos aprašo patvirtinimo“ pateiktas derinti su visuomene Seimo kanceliarijos Teisės aktų informacinėje sistemoje (TAIS).
Neseniai Europos Komisija patvirtino pirmąjį Lietuvos žemės ūkio ir kaimo plėtros 2023–2027 metų strateginio plano pakeitimą – atlikus pakartotinę daugiamečių pievų nustatymo analizę, pasitelkus naujausius duomenis ir įrankius patikslinti referenciniai rodikliai. Atstatytinų daugiamečių pievų plotas bus ženkliai mažesnis.
Gruodžio mėnesį Nacionalinė mokėjimo agentūra prie Žemės ūkio ministerijos informuos ūkininkus, kurie, remiantis trejų ankstesnių metų (2020-2022 m. laikotarpiu) paraiškų duomenimis, suarė ar kitaip pakeitė daugiametes pievas ar einamaisiais metais deklaruoja plotus, kurie per ankstesnius trejus metus buvo suarti ar kitaip pakeisti ankstesnių pareiškėjų.
Atkurti suartos daugiametės pievos plotą galima toje pačioje vietoje arba kitame plote, kuriame pagal KŽS_DR5LT žemės ūkio naudmenų sluoksnį nėra nustatyta daugiametė pieva ar ganykla.
Pareiškėjai atstatyti daugiamečių pievų plotus privalės iki kitų metų tiesioginių išmokų paraiškos pateikimo dienos.
Jei pareiškėjas nevykdys pareigos atkurti suartų daugiamečių pievų ploto, jam bus taikomos sankcijos už geros agrarinės ir aplinkosauginės būklės reikalavimų nesilaikymą, kaip tai numatyta Sankcijų už paramos sąlygų reikalavimų pažeidimą taikymo metodikoje.
Šiuo metu TAIS yra patalpintas Metodikos keitimo projektas, kuriuo siekiama sumažinti taikomas sankcijas už daugiamečių pievų atstatymo pareigos nevykdymą. Metodikos keitimu plečiamos pažeidimo ploto ribos ir pažeidimams iki 10 ha pirmaisiais metais numatoma taikyti minimalią 1 proc. sankciją. Be to, atsisakoma visiško 100 proc. sankcijos taikymo.
