40 šalies savivaldybių jau pradėjo sveikatos centrų steigimo procedūras. Siekdama palengvinti procesą ir suteikti savivaldybėms bei sveikatos priežiūros įstaigoms, planuojančioms dalyvauti sveikatos centro veikloje, daugiau aiškumo, Sveikatos apsaugos ministerija (SAM) patikslino sveikatos centrų paslaugų teikimo tvarkos aprašą, aiškiau išdėstydama sveikatos centrų steigimo procedūras, funkcinio bendradarbiavimo pavyzdinės sutarties nuostatų taikymą, sprendimų priėmimo tvarką. Atnaujinta tvarka padės užtikrinti glaudesnį gydymo įstaigų bendradarbiavimą ir lygiateisiškumą dalyvaujant sveikatos centro veikloje.
„Pradėjus steigti sveikatos centrus ir diegti naują sveikatos priežiūros paslaugų organizavimo modelį, grindžiamą tinkliniu valdymu, savivaldybėms iškyla nemažai iššūkių ir klausimų. Reaguodama į savivaldybių ir kitų subjektų užklausas ir siūlymus, ministerija tobulina teisinį reglamentavimą ir tikslina teisės aktų nuostatas, kad sveikatos centrų steigimo procesas būtų kuo aiškesnis ir sklandesnis“, – teigia SAM Asmens sveikatos departamento Pirminės sveikatos priežiūros, odontologijos ir medicininės reabilitacijos skyriaus vyriausioji specialistė Ramunė Andriušaitienė.
Sveikatos apsaugos ministro įsakymą rasite ČIA.
Atsižvelgiant į savivaldybėms ir sveikatos priežiūros įstaigoms, planuojančioms dalyvauti sveikatos centro veikloje, kylančius klausimus, buvo detalizuotos sveikatos apsaugos ministro įsakymu patvirtinto aprašo nuostatos, susijusios su sveikatos centro steigimo procesu, taip pat patikslintos nuostatos dėl bendradarbiavimo sutarčių sudarymo su visuomenės sveikatos biurais ir privačiomis įstaigomis. Sprendimai dėl bendradarbiavimo vykdymo nuo šiol bus priimami bendru sveikatos centro veikloje dalyvaujančių sveikatos priežiūros įstaigų sutarimu. Bendradarbiavimo sutarties šalys bendru sutarimu galės tikslinti ir pildyti sutarties sąlygas, siekiant tinkamo funkcinio sveikatos centro veiklos organizavimo.
Kas gali jungtis į sveikatos centrus
Jungtis į sveikatos centrą, veikiantį struktūrinio bendradarbiavimo pagrindu, kai įstaigos jungiamos į vieną juridinį asmenį, gali šios savivaldybės pavaldumo įstaigos:
1. pirminės sveikatos priežiūros centrai;
2. poliklinikos;
3. ambulatorijos;
4. psichikos sveikatos centrai;
5. šeimos gydytojų kabinetai;
6. palaikomojo gydymo ir slaugos ligoninės;
7. ligoninės;
8. reabilitacijos centrai ir sanatorijos.
Funkciniame sveikatos centre, kuriame paslaugas teiks skirtingi juridiniai asmenys bendradarbiavimo sutarties pagrindu, nuo šiol galės dalyvauti ne tik savivaldybių pavaldumo ir privačios gydymo įstaigos, o taip pat visuomenės sveikatos priežiūros įstaigos, bet ir tos įstaigos, kurių savininkė arba viena iš savininkių yra valstybė, jeigu savivaldybės teritorijoje nebus savivaldybei pavaldžių ar privačių įstaigų, galinčių užtikrinti visą sveikatos centro paslaugų paketą. Šis patikslinimas padarytas tam, kad savivaldybė galėtų geriau užtikrinti bazinį paslaugų paketą savo gyventojams, pasitelkdama visas jos teritorijoje esančias sveikatos priežiūros įstaigas.
Jeigu organizuojant sveikatos centro veiklą kiltų abejonių dėl galimai ribojamos konkurencijos, sveikatos centro koordinuojanti įstaiga galės kreiptis į Konkurencijos tarybą dėl tam tikrų veiksmų išaiškinimo.
SAM primena, kad savivaldybės sveikatos centras – tai sveikatos priežiūros paslaugų organizavimo forma, kuri padeda sujungti į vieną tinklą bazines, t. y. būtiniausias paslaugas, kuriomis gyventojai naudojasi dažniausiai: pirminės ir antrinės specializuotos ambulatorinės sveikatos priežiūros, psichikos sveikatos, odontologijos, slaugos ir palaikomojo gydymo, dienos stacionaro, ambulatorinės chirurgijos, dienos chirurgijos, skubiosios medicinos pagalbos, stacionarinės sveikatos priežiūros, visuomenės sveikatos priežiūros ir kitas paslaugas.
Sveikatos centrai padės užtikrinti gyventojams galimybę bent 80 proc. sveikatos priežiūros paslaugų gauti arčiau namų – savo arba gretimoje savivaldybėje. Juose bendradarbiaudamos, o ne tik konkuruodamos, valstybinės ir privačios, pirminės ir antrinės, ambulatorinės ir stacionarinės, asmens ir visuomenės sveikatos priežiūros įstaigos galės geriau užtikrinti visą reikalingą paslaugų paketą savivaldybės gyventojams. Paciento teisė rinktis, reglamentuota įstatymu, nebus ribojama. Ligoninės nebus uždaromos, tačiau bus skatinamos teikti daugiau ambulatorinių paslaugų.
Sprendimus steigti sveikatos centrus jau priėmė 40 Lietuvos savivaldybių, likusios iki metų pabaigos turi apsispręsti, ar tokius centrus steigti.
