Pasėlius deklaravusiems Lietuvos ūkininkams daugiamečių pievų šiais metais atkurti tikrai nereikės – Europos Parlamentas (EP) patvirtino reglamento, susijusio su daugiamečių pievų išlaikymo nuostatomis, pakeitimus. Žemės ūkio ministerija jau anksčiau buvo informavusi ūkininkus apie numatomą palankų sprendimą, kad jie galėtų laiku pradėti pavasarinius darbus.
Pasak žemės ūkio ministro Kęstučio Navicko, Europos Komisija (EK) rimtai pažiūrėjo į daugiamečių pievų išlaikymo problemą, kuri mūsų šalies ūkininkams šiais metais tapo itin aktuali, ir įsiklausė į racionalų Lietuvos pasiūlymą dėl daugiamečių pievų plotų užskaitymo galimybės taikymo apskaičiavimo metodikai.
Kodėl iškilo problema?
2023 m. ūkininkai deklaravo 566,6 tūkst. ha daugiamečių pievų. Jų ploto santykis su visu deklaruotu plotu einamaisiais metais neturi sumažėti daugiau nei 5 proc., palyginti su tuo pačiu santykiu 2018 m. (referenciniai metai, Lietuvoje daugiamečių pievų plotas 694,5 tūkst. ha).
Remiantis 2023 m. pasėlių deklaravimo rezultatais ir privalomais veiksmais, kai daugiamečių pievų plotų santykis sumažėjo daugiau nei 5 proc., palyginti su 2018 m. referenciniu santykiu, praėjusių metų gruodį pareiškėjams buvo išsiųsti sprendimai dėl suartų daugiamečių pievų atkūrimo. Įvertinus šį skirtumą, Lietuvos ūkininkams būtų reikėję atkurti bent 87 tūkst. ha daugiamečių pievų.
Tokie įpareigojimai daliai ūkininkų būtų buvę sunkiai įgyvendinami. Todėl po aktyvių Žemės ūkio ministerijos derybų su EK šie sprendimai buvo sustabdyti. Laukta EK įvertinimo, kuris galėtų sudaryti prielaidas sumažinti daugiamečių pievų kasmetinį santykio skirtumą nuo referencinio. Šių metų vasario mėnesį EK pristatė ES žemės ūkio ir žuvininkystės ministrų tarybai administracinės naštos ūkininkams mažinimo paketą. Jame atsižvelgta į Lietuvos prašymą peržiūrėti reikalavimus dėl daugiamečių pievų užskaitos.
Deleguotojo reglamento papildymas leidžia įtraukti į einamųjų metų skaičiavimą ir daugiametes pievas, kurios nėra šuo metu deklaruotos, bet yra daugiamečių pievų sluoksnyje, tai leidžia Lietuvai padengti 87 tūkst. ha pievų trūkumą. Tačiau jei 2024 m. bus nustatyta, kad pievos ir toliau ariamos, o daugiamečių pievų sluoksnis mažėja, yra tikimybė, kad vėl bus susidurta su daugiamečių pievų problema.
Santykio vertinimo riba lieka nepakitusi
ES institucijų padaryti pakeitimai palankūs Lietuvai, tačiau pagrindinis strateginių planų reglamentas nesikeičia, todėl būtina išlaikyti turimas daugiametes pievas, kad ateityje nesusidurtume su analogiška problema.
„Žinoma, būtina surasti tvarų ilgalaikį sprendimą dėl daugiamečių pievų – lygiaverčių alternatyvų, kad po kelerių metų netektų susidurti su ta pačia situacija, – sakė ministras K. Navickas. – Noriu pabrėžti, kad 5 proc. pokyčio riba lieka galioti, todėl GAAB1 standarto turėtų laikytis visi pareiškėjai, kurių deklaruotuose plotuose yra nustatytos daugiametės pievos. Jas būtina saugoti ir nearti, jei ateityje nenorime vėl susidurti su daugiamečių pievų išlaikymo problema.“
Siekiant, kad daugiamečių pievų problema vėl netaptų tokia opi, būtina kontroliuoti daugiamečių pievų plotus – tiek jų mažėjimą, tiek ir didėjimą. Ministerija, pastebėjusi, kad pastaruoju metu ūkininkai dalį šių pievų yra linkę suarti, numatė palengvinimų daugiamečių pievų turėtojams dalyvauti gamybinėse ekoschemose, taip pat sukurtos naujos ekoschemos daugiamečių pievų įkūrėjams ir/arba daugiamečių pievų turėtojams, kurie atnaujina daugiametes pievas.
