Pristatyti Vidaus reikalų ministerijos inicijuoto bandomojo narkotikų prevencijos projekto mokyklose tarpiniai rezultatai. Jie rodo, kad savivaldybių, bendruomenių pareigūnų, mokyklų ir kitų dalyvaujančių institucijų aktyviai vykdomos prevencinės priemonės veikia.
„Narkotikų plitimo tarp nepilnamečių problema išlieka itin aktuali. Suprantama, prevencija yra ilgalaikis procesas ir rezultatus pamatysime ne iš karto, tačiau tendencijos išties teigiamos. Stebimi ryškūs tarpinstitucinio bendradarbiavimo pokyčiai, o dalyvaujančiose mokyklose dėl padidėjusio dėmesio ir nepakantumo narkotikų problemai, taip pat dėl įgytų įgūdžių atpažinti problemą ir reaguoti į ją, projekte dalyvaujančiose mokyklose imta fiksuoti su narkotikais susijusių nusikalstamų veikų. Tai rodo, jog taikomos priemonės veikia“, – teigia vidaus reikalų ministrė Agnė Bilotaitė.
Ministrė dėkojo projekte dalyvaujančių savivaldybių vadovams už lyderystę ir dėmesį narkotikų prevencijai. Tarpinių rezultatų pristatyme dalyvavę Vilniaus m. vicemerė Simona Bieliūnė, Alytaus meras Nerijus Cesiulis ir Klaipėdos r. vicemeras Vytautas Butkus sveikino bandomojo projekto idėją, siekiant sukurti vieningą narkotikų prevencijos standartą Lietuvos mokyklose. Jie pabrėžė, kad prevencijoje ypatingas vaidmuo tenka ne tik institucijoms ir įstaigoms, bet ir tėvams – tiek stiprinant ryšį, atvirai kalbantis su vaikais, tiek organizuojant užimtumą, nustatant taisykles, tiek atpažįstant narkotines medžiagas ir suprantant jų poveikį. Visos projekte dalyvaujančios savivaldybės numatė lėšų saugumo didinimo sprendimams mokyklose įgyvendinti – diegia stebėjimo sistemas, investuoja į tvoras ir kitas priemones.
Įgyvendinant bandomąjį projektą dalyvaujančiose mokyklose atlikti saugumo vertinimai ir, atsižvelgiant į kiekvienos mokyklos poreikius bei problematiką, parengti individualūs veiksmų planai. Projekte dalyvaujančiose mokyklose vykdomos prevencinės veiklos mokiniams, mokytojams, tėvams. Įgyvendinamos ir kitos priemonės – dronų naudojimas, vieši ir nevieši patruliavimai prie mokyklų ir jaunimo susibūrimo vietose.
Ypatingas vaidmuo projekte tenka policijos bendruomenių pareigūnams. Bendradarbiaujant su Narkotikų, tabako ir alkoholio kontrolės departamento specialistais sustiprinta bendruomenės pareigūnų kvalifikacija – apmokyti 143 bendruomenės pareigūnai penkiuose didžiuosiuose miestuose. Taip pat apmokyti bandomojo projekto savivaldybių specialistai, mokyklų bendruomenių nariai.
Siekiant sukurti kanalą, kuriuo jaunimas galėtų anonimiškai pranešti apie disponavimo narkotikais atvejus, sukurta speciali policijos telefono linija. Per pirmus du mėnesius fiksuoti 167 pranešimai dėl galimo disponavimo narkotinėmis medžiagomis, realizuota 22 proc. šių pranešimų. Pradėta 15 ikiteisminių tyrimų, kuriuose nustatyta 10 asmenų, kurie įtariami galimai įvykdę nusikalstamas veikas
Bandomasis projektas pasirinktose septyniose Vilniaus m., Alytaus m. ir Klaipėdos r. mokyklose startavo 2023 m. gruodžio mėn. ir bus vykdomas iki š. m. birželio 14 d. Suburta virš 20 prevenciją vykdančių institucijų ir organizacijų, kurios siekia sukurti ir išbandyti sklandžiai veikiantį narkotikų prevencijos mokyklose mechanizmą. Vėliau jį numatoma pritaikyti visos šalies mastu.
Policijos duomenimis, šalyje š. m. pirmąjį ketvirtį nustatyta 12 proc. daugiau su narkotikais susijusių nusikalstamų veikų nei tuo pačiu laikotarpiu pernai. Tai rodo aktyvesnius policijos veiksmus ir išskirtinį dėmesį narkotikų problemai.
