Vidaus reikalų ministrė Agnė Bilotaitė su Sveikatos apsaugos, Socialinės apsaugos ir darbo, Švietimo, mokslo ir sporto ministerijų bei policijos, muitinės ir Narkotikų, tabako ir alkoholio kontrolės departamento atstovais aptarė nepilnamečių narkotinių medžiagų vartojimo paplitimo ir prevencijos klausimus. Susitikime aptarta, jog Lietuvoje net 45 institucijos atlieka prevencinius veiksmus šioje srityje, tad būtina mažinti fragmentaciją, stiprinti institucijų bendradarbiavimą ir veikti koordinuotai.
„Narkotinių medžiagų vartojimas ir platinimas šiandien yra itin aktuali ir neraminanti problema, ypač kalbant apie nepilnamečius. Tačiau tai negali ir neturi būti vien policijos atsakomybė. Teisėsaugos institucijos nuosekliai mažina narkotinių ir psichotropinių medžiagų prieinamumą ir pasiūlą, kovoja prieš organizuotą nusikalstamumą. Tačiau būtinas aktyvesnis ir kitų atsakingų institucijų, savivaldybių, mokyklų, tėvų, bendruomenių įsitraukimas bei bendradarbiavimas stiprinant prevenciją ir šalinant vartojimo priežastis“, – teigia ministrė A. Bilotaitė.
Lietuvoje stebima nusikalstamų veikų, susijusių su neteisėtu disponavimu narkotinėmis medžiagomis, augimo tendencija. Vien neteisėto disponavimo narkotinėmis ar psichotropinėmis medžiagomis be tikslo jas platinti veikų skaičius 2023 m. pirmąjį ketvirtį siekė 790, kai 2022 m. tuo pačiu laikotarpiu – 544, o 2021 m. – 621. Ministrė pabrėžė, kad registruotų nusikalstamų veikų statistika dažnai neparodo realios narkotinių medžiagų vartojimo situacijos, tačiau gerai iliustruoja su šia problema efektyviai dirbančių teisėsaugos institucijų darbą.
Praėjusiais metais Lietuvos kriminalinės policijos biuro pareigūnai atliko 91 tarptautinę operaciją bendradarbiaudami su 25 šalių pareigūnais, o šių operacijų metu iš neteisėtos apyvartos išimta daugiau nei 10 tonų įvairių rūšių narkotinių ar psichotropinių medžiagų, kurių kontrabandos organizavime ir vykdyme dalyvavo Lietuvos piliečiai.
Policija darbo su nepilnamečiais srityje vykdo teisinį švietimą mokymo įstaigose, kuriose skaitomos paskaitos tema „Nepilnamečių teisinė atsakomybė“. 2022 m. paskaitas išklausė 2 399 klasės visoje Lietuvoje. Taip pat policijos pareigūnai iš mokyklos bendruomenės narių aktyviai renka informaciją, susijusią su grėsmėmis švietimo įstaigos saugumui, įskaitant ir disponavimą draudžiamomis medžiagomis.
Vidaus reikalų ministerija parengė nusikaltimų ir kitų teisės pažeidimų prevencijos modelį, kurį patvirtinus narkotikų medžiagų paplitimo problemą būtų galima identifikuoti ir tikslingomis priemonėmis spręsti savivaldybės lygmeniu.
