Socialinės apsaugos ir darbo ministrė, laikinai einanti švietimo, mokslo ir sporto ministrės pareigas, Monika Navickienė šiandien susitiko su visuomeninių skėtinių sporto organizacijų atstovais aptarti sporto bendruomenei kylančius iššūkius ir svarstomus pokyčius.
„Kalbėtis svarbu, nes tik taip ir galime rasti sprendimus. O tikslas, tikiu, mūsų visų yra tas pats – užtikrinti, kad sportas, sportininkai Lietuvoje turėtų kuo geresnes sąlygas veikti, augti, garsinti mūsų šalį. Sporto organizacijos įvardijo problemų spektrą, visus rūpimus klausimus sutarėme spręsti toliau konstruktyviai diskutuodami“, – sakė M. Navickienė.
Susitikime aptarti siūlomi ir dar svarstomi pakeitimai. Seimui jau pateiktais Sporto įstatymo pakeitimais siekiama tobulinti esamą sporto sistemą. Sporto įstatymo pakeitimai suteiktų daugiau finansinių įrankių nacionalinėms sporto federacijoms plėtoti ir populiarinti sporto šaką, atrasti ir ugdyti jaunų talentų, vystytis sporto nevyriausybiniam sektoriui, atstovauti sportininkų teises.
Valstybė kasmet finansuoja daugiau nei 60 sporto šakų nacionalinių federacijų, tarp jų – ir asmenų su negalia organizacijos.
Pastaraisiais metais padidintos valstybės stipendijos sportininkams, stipendijų dydžiai suvienodinti sportininkams su negalia, užtikrintos valstybės stipendijas gaunančių sportininkų socialinės garantijos, nuo 2019 m. žymiai didėjo valstybės finansavimas sportui, o aukšto meistriškumo sporto programų finansavimas išaugo beveik trigubai – nuo 7 iki 20 mln. eurų.
Pasak ministrės, svarbu matyti ne tik sprendimų reikalaujančius iššūkius, bet ir teigiamas permainas, bei jas įsivertinti. Su didėjančiu valstybės finansavimu sportui, didėja ir atsakomybė sporto šakų federacijoms tikslingai, efektyviai tas lėšas planuoti, naudoti ir vieningai siekti Sporto plėtros programoje užsibrėžtų ilgalaikių tikslų, kurie taip pat buvo kartu su bendruomene diskutuoti.
Svarstomi sporto finansavimo pokyčiai
Tobulinant aukšto meistriškumo sporto finansavimo mechanizmą siekiama užtikrinti subalansuotą finansavimo sistemą. Netrukus sporto šakų federacijoms ŠMSM pristatys su sporto organizacijų atstovais parengtus siūlymus aukšto meistriškumo sporto programų finansavimo aprašui, kurie galiotų naujam olimpiniam ciklui. Sprendimai dėl atnaujintos tvarkos bus tvirtinami tik po diskusijų su sporto bendruomene, visiems įsivertinus galimą pokyčių naudą, atsižvelgus į sistemines pastabas.
Ministerija peržiūri ir Tarptautinių aukšto meistriškumo sporto varžybų dalinio finansavimo konkurso būdu tvarką. Siekiama subalansuoti didelių, finansiškai reikšmingų varžybų organizavimą Lietuvoje – siūloma didžiulius renginius planuoti į ateitį, sporto organizacijoms savo planus ir poreikius derinant su valstybės galimybėmis.
Viceministrė Aistė Zedelytė-Kaminskė pažymėjo, kad šiemet susiklosčiusi situacija, kai į vienerius metus sukritę 5 tarptautiniai renginiai „išnaudojo“ visą konkursinį valstybės finansavimą, sukėlė didelį kitų bendruomenės narių nepasitenkinimą, todėl svarbu neleisti tokiai situacijai pasikartoti. Ministerijos pasiūlymai, prieš juos tvirtinant, taip pat bus aptarti su sporto bendruomenės atstovais.
