Europos Sąjungos žemės ūkio ir žuvininkystės ministrų taryba svarstė Europos Komisijos (EK) pristatytą administracinės naštos ūkininkams mažinimo paketą, kuriame atlieptas Lietuvos prašymas peržiūrėti reikalavimus dėl daugiamečių pievų užskaitos. Pakete yra ir kiti Europos ūkininkams svarbūs siūlymai.
Tikimasi, kad netrukus bus rasta išeitis dėl Lietuvai aktualiausio daugiamečių pievų klausimo, kurio galimus sprendimus žemės ūkio ministras Kęstutis Navickas prieš mėnesį aptarė su ES žemės ūkio komisaru Janusz Wojciechowski. Planuojama, kad Europos Komisijos deleguoto reglamento pakeitimas pagal taikomas procedūras bus pateiktas ES Tarybai bei Europos Parlamentui (EP) per artimiausias savaites, siekiant, kad teisėkūros procesas būtų užbaigtas kuo greičiau.
Kad Lietuvai svarbus deleguotas aktas nestrigtų EP, šiandien žemės ūkio ministras Kęstutis Navickas kalbėsis su EP Žemės ūkio ir kaimo plėtros komiteto vadovu Norbert Lins.
Žemės ūkio ministerija (ŽŪM), dirbdama drauge su kitomis institucijomis, jau yra sumažinusi dviem trečdaliais daugiamečių pievų plotą, kurį ūkininkai būtų turėję atkurti. ŽŪM ir Nacionalinės mokėjimo agentūros (NMA) pastangomis su EK suderintas pakoreguotas 2018 m. referencinis plotas, kuris sumažintas 52 tūkst. ha nuo 746 iki 694,5 tūkst. ha. Be to, ministerija kartu su NMA toliau tęsia darbus, ieškant techninių galimybių ir sprendimų pagerinti referencinio daugiamečių pievų ploto rodiklius.
Žemės ūkio ministras K. Navickas atkreipia dėmesį, kad būtina surasti tvarų ilgalaikį sprendimą dėl daugiamečių pievų, kad po metų netektų susidurti su ta pačia situacija.
„Daugiametės pievos yra išimtinai klimato kaitos mažinimo priemonė. Todėl mes sieksime, kad ilguoju laikotarpiu būtų įvertinti visi Lietuvos pasiekimai mažinant poveikį klimato kaitai, tarp jų žemės apsodinimas mišku, nusausintų durpžemių užtvindymas ir kitos priemonės“, – būdus pasiekti tikslą vardija K. Navickas.
Jis priduria, kad daugiau kaip pusė visos ariamos žemės pernai buvo dirbama klimato kaitą mažinančiu būdu – nearimine technologija.
Taryboje svarstytame administracinės naštos ūkininkams mažinimo pakete yra ir tokie Lietuvai svarbūs klausimai, kaip Strateginio plano administravimo ir keitimo procedūrų paprastinimas, nenugalimos jėgos (force majeure) įrodinėjimo paprastinimo bei kt.
Administracinės naštos supaprastinimas yra vienas iš ūkininkų bendruomenės minėtų rūpesčių, tačiau jų yra ir daugiau. Todėl Žemės ūkio ir žuvininkystės ministrų taryba taip pat aptarė kitus ūkininkų iškeltus klausimus ir galimus sprendimus.
