Žemės ūkio ministras Kęstutis Navickas patvirtino susietosios paramos už pienines karves dydžius. Paramos avansus (70 proc.) numatoma mokėti nuo spalio 16 d., likusią paramos dalį – nuo gruodžio 1 d.
Strateginiame plane nustatyta, kad paramos dydžiai diferencijuojami pagal valdoje įregistruotų pieninių veislių karvių skaičių pagal keturias pakopas:
- 185,12 Eur už karvę bus mokama už pirmąsias 10 karvių (imtinai);
- 238,06 Eur už karvę bus mokama už 11–50-tąją karves (imtinai);
- 264,54 Eur už karvę bus mokama už 51–150-tąją karves (imtinai) ;
- 198,26 Eur bus mokama nuo 151 karvės ir daugiau už likusias karves.
Svarbu žinoti, kad už pirmąsias 10 karvių (nesvarbu, koks ūkio dydis) bus mokama pirmoji išmoka – 185,12 Eur. Pavyzdžiui, jeigu pieno gamintojas laiko 12 karvių, tuomet už 10 karvių jis gaus po 185,12 Eur už karvę, o už 2 karves – po 238,06 Eur už karvę.
Parama bus mokama valdos valdytojams, kurie atitiks visus šiuos reikalavimus:
1. kurie 2023 metais pateikė Nacionalinei mokėjimo agentūrai prie Žemės ūkio ministerijos paraiškas gauti paramą už deklaruotus plotus. ir šiose paraiškose nurodė, jog prašo skirti susietąją pajamų paramą už pienines karves.
2. už Ūkinių gyvūnų registre (ŪGR) įregistruotas valdos valdytojo ir (ar) partnerių vardu ir nepertraukiamai išlaikytas valdoje 2023 m. gegužės 1 d.– 2023 m. birželio 30 d. (imtinai) pienines karves;
3. jeigu ŪGR yra nustatyta tvarka įregistruoti duomenys apie pieninės karvės prieauglio atvedimą arba gaišimą (negyvo prieauglio atvedimą arba išsimetimą) per paskutinius 18 mėnesių iki 2023 m. balandžio 30 d.
Papildoma išmoka
Svarbu ir tai, kad papildomą 10 Eur išmoką už pieninę karvę, atitinkančią reikalavimus paramai gauti, numatoma skirti, jeigu laikytojo tiriamoji pieninių gyvūnų banda dalyvavo produktyvumo tyrimuose nepertraukiamai nuo 2022 m. gegužės 1 d. iki 2023 m. balandžio 30 d.
Valdos valdytojai ir jų partneriai privalo laikytis Ūkinių gyvūnų laikymo vietų registravimo ir jose laikomų ūkinių gyvūnų ženklinimo ir apskaitos tvarkos aprašo.
Labai svarbu į ŪGR laiku suvesti ne tik pieninių veislių karvių duomenis, tačiau taip pat laiku suvesti ir duomenis apie pieninės karvės prieauglio atvedimą arba gaišimą (negyvo prieauglio atvedimą arba išsimetimą), t. y. per 7 kalendorines dienas, skaičiuojant nuo sekančios dienos nuo įvykio.
Taip pat išlikusi nuostata, kad valdos valdytojai turi laikytis valdymo ir Žemės ūkio naudmenų geros agrarinės ir aplinkosaugos būklės reikalavimų, (GAAB reikalavimai).
Administravimo tvarka išlieka ta pati:
VĮ Žemės ūkio duomenų centras teikia duomenis iš registrų, Valstybinė maisto ir veterinarijos tarnyba atlieka ūkinių gyvūnų patikras vietoje, o Nacionalinė mokėjimo agentūra prie Žemės ūkio ministerijos, remdamasi gautais duomenimis ir atlikusi administracines patikras, apskaičiuos galutines paramos sumas ir perves į valdos valdytojų sąskaitas.
