Vyriausybė pritarė teisės aktų projektams, kurie svarbūs įgyvendinant Valstybės tarnybos pertvarką. Naujoji Valstybės tarnybos įstatymo redakcija, numatanti pokyčius valstybės tarnyboje, įsigalios 2024 m. sausio 1 d.
Vyriausybės nutarimu patvirtintos tvarkos dėl valstybės tarnautojų pareigybių aprašymo ir vertinimo metodikos, aukštesniųjų vadovų kompetencijų ugdymo ir valstybės tarnautojų kvalifikacijos tobulinimo prioritetų ir susitarimo dėl pagrindinių įstaigos vadovo kadencijos tikslų ir rezultatų sudarymo.
Nutarimuose nustatyti įgaliojimai ministrams sudaryti susitarimus su valstybės tarnybos įstaigų vadovais dėl pagrindinių jų kadencijos tikslų ir rezultatų, aiškiai apibrėžta susitarimo sudarymo procedūra, terminai, reikalavimai susitarimo turiniui, susitarimo keitimo atvejai. Įtvirtinamas centralizuotas aukštesniųjų vadovų kompetencijų ugdymas, centralizuotas valstybės tarnautojų kvalifikacijos tobulinimas pagal prioritetų sąrašą, nustatoma pareiga įstaigoms tvirtinti metinį valstybės tarnautojų kvalifikacijos tobulinimo planą. Valstybės tarnautojų kvalifikacijos tobulinimo prioritetų sąraše numatytas lyderystės įgūdžių, finansinių-analitinių ir skaitmeninių kompetencijų tobulinimas.
Planuojama, kad iki 2026 m. 2-ojo ketv. turės būti apmokyta net 16 tūkst. viešojo sektoriaus darbuotojų. Tikimasi, kad viešojo sektoriaus darbuotojų mokymai kokybiškai padidins darbuotojų kompetencijas ir prisidės prie geresnių paslaugų teikimo Lietuvos gyventojams ir verslui, inovacijų diegimo viešajame sektoriuje ir Lietuvos konkurencingumo didinimo pasaulinėse rinkose. Lyderystės kompetencijų mokymo programos taip pat bus orientuotos ir Lietuvos pasirengimui pirmininkauti Europos Tarybai 2027 m.
Valstybės tarnybos pertvarka numato vadovų korpuso stiprinimą ir įgalinimą: vadovai patys galės spręsti, kiek ir kokių darbuotojų jiems reikia – neliks centralizuotai tvirtinamo didžiausio leistino pareigybių skaičiaus, didės vadovų darbo užmokestis. Viešojo valdymo agentūra atrankas į įstaigų vadovus vykdys centralizuotai, kaip ir jų ugdymą, su vadovais bus pasirašomas susitarimas dėl kadencijos tikslų ir rezultatų.
Numatomas atlygio sistemos tobulinimas – darbo apmokėjimo sistemas tvirtinsis pačios institucijos pagal Vyriausybės patvirtintas rekomendacijas, tai leis padaryti apmokėjimo sistemą skaidresnę ir teisingesnę. Nustatomas lankstesnis personalo valdymas – atsiranda bandomieji laikotarpiai valstybės tarnautojams, skatinamas kaitumas, valstybės tarnautojai galės eiti daugiau nei vienas pareigas. Įgyvendinus Valstybės tarnybos pertvarką, valstybės tarnautojais liks tik viešojo administravimo funkcijas atliekantys darbuotojai. Viešojo valdymo agentūra vykdys pokyčių valstybės tarnyboje stebėseną, teiks institucijoms pagalbą žmogiškųjų išteklių valdymo klausimais.
