Žmogaus teisių standartų laikymasis itin svarbus teikiant sveikatos priežiūros ir socialinės globos paslaugas, ypatingai žmonėms su psichosocialine negalia. Jiems turi būti užtikrintas orumas, saugumas, teisė būti informuotam ir pačiam apsispręsti dėl siūlomo gydymo bei slaugos. Užtikrinti tokių asmenų teises padeda Pasaulio sveikatos organizacijos (PSO) sukurtas įrankis „QualityRights“. Lietuva – viena pirmųjų šalių Europoje, įdiegusi reguliaraus vertinimo ir veiklos tobulinimo sistemą, pagrįstą „QualityRights“ metodika.
Tam sąlygas sudarė sveikatos apsaugos ir socialinės apsaugos ir darbo ministrų pasirašytas įsakymas, kurį rasite ČIA.
Pasak sveikatos apsaugos ministro Arūno Dulkio, žmonių su psichikos ir elgesio sutrikimais ar psichosocialine negalia teisių realizavimas svarbus visose gyvenimo srityse, bet ypač – stacionariose globos įstaigose ir psichiatrijos stacionaruose, kur be kita ko, taikomos ir priverstinės psichiatrijos priemonės.
„Todėl, bendradarbiaudami su Pasaulio sveikatos organizacija, Lietuvoje diegiame jos ekspertų sukurtą mechanizmą „QualityRights“, kuris padės užtikrinti pacientų, ypač pacientų su negalia, teisių realizavimą. Šis mechanizmas labai praktiškas ir padeda įstaigoms keisti savo kasdienines darbo praktikas, kreipiant daugiau dėmesio paciento interesams ir teisėms. Lietuva – viena pirmųjų Europoje įsidiegė tokį modelį, dėl ko esame vertinami tarptautiniame kontekste. Kviečiu įstaigas aktyviai dalyvauti šioje iniciatyvoje“, – sako sveikatos apsaugos ministras.
„Ypatingai svarbu, kad socialinės globos paslaugos atitiktų žmogaus teisių standartus – to nuosekliai siekiame. Prisijungiame prie Pasaulio sveikatos organizacijos „QualityRights“ iniciatyvos. Jos sukurtas įrankis „Qualityrights toolkit“ padės įgyvendinti šį siekį. Turėsime galimybę pagal tarptautinius standartus įvertinti globos įstaigų darbą, teikti metodinę pagalbą, vykdyti stebėseną, fiksuoti įstaigų pažangą“, – sako socialinės apsaugos ir darbo ministrė Monika Navickienė.
Nepriklausomų vertintojų komanda pagal „Qualityrights toolkit“ metodiką vertins tinkamą asmenų informavimą, infrastruktūros būklę, miego ir maitinimo sąlygas, galimybes laisvai bendrauti ir socializuotis, ir kt. sąlygas.
Po vertinimo bus teikiamos rekomendacijos ir sudaromas įstaigos planas, kaip tobulinti teikiamas paslaugas, siekiant sistemingų ir ilgalaikių pokyčių. Ministerijos ir joms pavaldžios įstaigos taip pat teiks metodinę pagalbą ir konsultacijas, siūlys priemones, padedančias geriau realizuoti žmogaus teisių standartus praktikoje.
Siekiant įgyvendinti Vyriausybės programoje numatytus žmogaus teisių psichiatrijoje stiprinimo principus, Sveikatos apsaugos ministerija taip pat patvirtino Priverstinio hospitalizavimo prevencijos veiksmų planą, kuriame numatytos kompleksinės priemonės ir paslaugos, padėsiančios įgyvendinti žmogaus teisėmis grįstų asmens sveikatos priežiūros paslaugų principus. Be kitų priemonių, specialistams planuojama organizuoti deeskalacijos mokymus dirbant su sujaudintais ar agresyviais pacientais, diegti atvejo vadybos ir aktyvaus bendruomeninio gydymo paslaugas tam, kad būtų išvengta priverstinio hospitalizavimo taikymo būtinybės.
