Gegužės 3 dieną Vyriausybės pasitarime Užsienio reikalų ministerija pristatė Lietuvos pasirengimo pirmininkauti Europos Sąjungos Tarybai 2027 metais gaires. Pagal ES Tarybos 2016 metais priimtą sprendimą, Lietuva pirmininkaus ES Tarybai nuo 2027 metų sausio 1 dienos iki birželio 30 dienos.
„Pirmininkavimą ES Tarybai vertinu kaip mums teksiančią didelę atsakomybę ir išskirtinę galimybę Lietuvai sustiprinti savo įtaką Europos Sąjungoje ir pristatyti mūsų valstybės pasiekimus. Todėl šiam pirmininkavimui jau dabar intensyviai ruošiamės. Pasirengimas ir su tuo susijęs pirmininkavimo komandos formavimas reikalauja ilgalaikio planavimo ir sutelkto visų Lietuvos institucijų veikimo, glaudaus bendradarbiavimo su mūsų partneriais Europoje ir ES institucijomis“, – sakė užsienio reikalų ministras Gabrielius Landsbergis.
Užsienio reikalų ministras pažymėjo, jog Lietuvos pirmininkavimas ES Tarybai yra valstybės teisinis ir politinis įsipareigojimas, kurio pagrindinis tikslas – užtikrinti ES Tarybos veiksmingą funkcionavimą ir sėkmingą veiklos tęstinumą. Siekiant šio tikslo gairėse nustatomos šešios Lietuvos pasirengimo pirmininkauti ES Tarybai veiklos sritys, tokios kaip darbo organizavimo tvarka, komandos formavimas, biudžeto sudarymas, programos parengimas, renginių organizavimas ir komunikavimas.
Užsienio reikalų viceministrė Jovita Neliupšienė Vyriausybei pristatė svarbiausius pirmininkavimo uždavinius, kurie apima ES Tarybos darbotvarkės formavimą, pirmininkaujant 17 skirtingų ES Tarybų bei 160 darbo grupių, atstovavimą ES Tarybai santykiuose su ES institucijomis ir užsienio valstybėmis, pasirengimą susitikimų organizavimui Lietuvoje ir Briuselyje. Numatoma, jog panašiai kaip 2013 metais, į pirmininkavimą ES Tarybai įsitrauks apie 1,5 tūkst. Lietuvos valstybės tarnautojų iš 70 institucijų.
Viceministrė pažymėjo, kad pirmininkavimo biudžetas bus planuojamas, remiantis Lietuvos ir kitų valstybių narių patirtimi, atsižvelgiant į kaštų efektyvumo principus. Biudžeto sudarymo modelį per 2023 metus Užsienio reikalų ministerija parengs, bendradarbiaudama su Finansų ministerija.
Vyriausybė nusprendė atsižvelgti į Užsienio reikalų ministerijos parengtą Lietuvos pasirengimo pirmininkauti Europos Sąjungos Tarybai 2027 metais gairių projektą ir rekomendavo kompetentingoms valstybės institucijoms ir įstaigoms vadovautis šiuo gairių projektu, planuojant pasirengimo pirmininkauti Europos Sąjungos Tarybai 2027 metais veiksmus.a
Pirmininkavimas ES Tarybai vyksta rotacijos principu, pirmininkaujančiai valstybei keičiantis kas šešis mėnesius. 2027 metais Lietuva ES Tarybai pirmininkaus antrą kartą. Pirmą kartą prie ES vairo Lietuva stojo 2013 metais. Šiuo metu ES Tarybai pirmininkauja Švedija.
