Darbo rinka Nepaisant viešojoje erdvėje reiškiamų nuogąstavimų, kol kas darbo rinka išlieka atspari. Užimtųjų skaičius gegužę augo, laisvų darbo vietų pasiūla ir įdarbinimas didėjo, bedarbių – mažėjo. Užimtumo tarnybos duomenimis, registruotas nedarbas šalyje siekė 8,3 proc. – 0,7 proc. punkto mažiau nei prieš mėnesį ir 0,5 proc. punkto mažiau nei prieš metus. Birželio 1 d. šalyje registruota 144,5 tūkst. bedarbių – 8,1 proc. mažiau negu prieš mėnesį ir 6,6 proc. proc. mažiau nei prieš metus.
Lietuva, kaip ir didžioji dalis Europos šalių, prasidėjus Rusijos karui Ukrainoje, patyrė energetinių išteklių kainų šoką, trūkinėjančių tiekimo grandinių pasekmes. Nepaisant šių iššūkių Lietuva sėkmingai įveikė iki šiol buvusias krizes. Tačiau šiemet situacija kiek keičiasi, nes mažėja prekių paklausa Vakarų Europoje, dėl to apdirbamoji pramonė jau šiek tiek mažina darbuotojų skaičių ir veiklos apimtis.
“Pastaruosius metus Lietuva įveikė kaip niekad daug iššūkių: Covid, nelegalūs migrantai, karas kaimynystėje, energetinių kainų šuolis. Tačiau šiuos sunkumus įveikėme bene sėkmingiausiai Europoje. Užimtumas 2022 m. trečią ketvirtį pasiekė rekordą. Tą pastebėjo ir Europos komisija. Šiuo metu situacija jau kiek kita. Užimtumas kiek žemesnis, nes žiemą susidūrėme su energijos kainų krize. Ją irgi įveikėme. Bet šiuo metu susiduriame su kylančių palūkanų ir mažėjančios paklausos krize. Veikdami kartu, galime įveikti ir ją“,- sako socialinės apsaugos ir darbo viceministras Vytautas Šilinskas.
Nors bedarbių Lietuvoje – daugiau kaip 140 tūkst., pasigirsta siūlymų darbo rinką papildyti trečiųjų šalių darbo jėga. Šiuo metu šis procesas reguliuojamas kvotomis. Į trūkstamų profesijų sąrašą patenka tos profesijos, kur darbo vietai siūlomi darbo užmokesčiai nėra dideli (virėjai, vairuotojai ir pan.), bet neatsiranda norinčiųjų dirbti. Socialinės apsaugos ir darbo ministerija atsargiai vertina iniciatyvas atsivežti kuo daugiau pigios darbo jėgos. Labai svarbu aktyvinti lietuvius kurie šiuo metu dėl vienų ar kitų priežasčių vis dar nedirba.
Nors pastaruosius kelerius metus atlyginimų augimo tempai buvo dviženkliai, vis dar atsiliekame nuo produktyvumu ir brangiai apmokamų darbo vietų turinčių šalių. Eurostat duomenys rodo, jog vidutinės darbuotojo valandos sąnaudos Lietuvoje siekia apie 11 eurų, kai Vakarų Europoje, Skandinavijoje, jos yra 3-5 kartus didesnės. Pagal Europos investicijų banko parengtą tyrimą, Lietuva yra paskutinė tarp Europos šalių, skaičiuojant vidutiniškai skiriamą laiką darbuotojų mokymui. Įmonių, rengiančių mokymus darbuotojams, keliančių jų kvalifikaciją skaičius, nesiekia nė 5 proc. Šiuo aspektu nusileidžiame ir Latvijai, ir Estijai ir net Rumunijai.
Ši Vyriausybė ėmėsi spręsti ilgalaikio nedarbo problemą. 2022 m. liepą įgyvendino šalies užimtumo sistemos reformą – kokybiškesnės paslaugos darbdaviams ir žmonėms, ieškantiems darbo, o dirbantys žmonės turi daugiau galimybių sustiprinti kompetencijas, mokytis, įgyti aukštą pridėtinę vertę kuriančių kvalifikacijų. Dirbama su motyvuotais ir tikrai darbo ieškančiais žmonėmis, todėl tie, kurie negali, nenori ar neturi kompetencijų, priskiriami prie besirengiančiųjų darbui. Su jais dirbama individualiai, padedama sustiprinti kompetencijas, jei reikia – sprendžiamos socialinės problemos, padedama įsitvirtinti darbo rinkoje.
Didesnė kontrolė ir tų, kurie nesutinka dirbti, t.y. ilgalaikiai bedarbiai. Pirmus 9 mėnesius, kol bedarbis turi teisę gauti nedarbo socialinio draudimo išmoką, jam siūlomas jo kvalifikaciją, kompetenciją atitinkantis darbas. Jei be svarbių priežasčių du kartus per 12 mėnesių nuo tinkamo darbo pasiūlymo pateikimo atsisako siūlomo tinkamo darbo, asmuo netenka bedarbio statuso.
Šalies užimtumo sistemos pokyčiais siekiama, kad gyventojų užimtumo lygis 2025 m. pasiektų 78 proc., o 2030 m. – beveik 81 proc. Viena iš Lietuvos darbo rinkos problemų – mažos investicijos į automatizavimą, gamybinius įrenginius. Nemažai įmonių ir toliau kliaujasi pigia darbo jėga. Mažai investuojama į darbuotojus, jų kvalifikacijos kėlimą.
Į aukštą pridėtinę vertę orientuotos ekonomikos vystymas yra tarp svarbiausių Lietuvos tikslų. Svarbu, kad darbuotojai nuolat atnaujintų savo įgūdžius ar persikvalifikuotų. Pastebėta, kad asmenys, turintys darbo rinkoje tinkamą kvalifikaciją ir reikiamas kompetencijas, yra atsparesni neigiamiems ekonomikos pokyčiams, be to, jie geriau geba pasinaudoti atsirandančiomis naujomis galimybėmis. Planuojame, kad ketverius metus aukštą pridėtinę vertę kuriančią kvalifikaciją ar kompetencijas įgys apie beveik 20 tūkst. šalies gyventojų. Prioritetas teikiamas skaitmeninių įgūdžių įgijimui, numatyta skirti 76,6 mln. eurų.
