Vyriausybė priėmė sprendimą, kad nuo 2024 02 16 d. Žemės ūkio agentūra prie Žemės ūkio ministerijos (toliau – Žemės ūkio agentūra) būtų paskirta kompetentinga institucija ūkinių gyvūnų veislininkystės srityje, turėtų teisę išduoti leidimus teikti ūkinių gyvūnų veislininkystės paslaugas bei atlikti ūkinių gyvūnų veislininkystės paslaugų teikėjų priežiūrą.
Sprendimas ūkinių gyvūnų veislininkystės srityje funkcijas iš jas vykdančios Valstybinės maisto ir veterinarijos tarnybos (toliau – VMVT) perduoti Žemės ūkio agentūrai priimtas atsižvelgiant į Specialiųjų tyrimų tarnybos atliktus tyrimus dėl galimų sisteminių ilgalaikių korupcinių veikų VMVT, taip pat dėl Valstybės kontrolės atlikto VMVT veiklos audito.
Valstybės kontrolės audito rezultatai parodė, kad VMVT inspektorių darbo krūvis yra netolygus ir kai kurių yra per didelis. Tai yra viena iš priežasčių, dėl kurių ne iki galo įgyvendinti 2020–2021 m. VMVT kontrolės planai. Funkcijų perdavimo klausimu taip pat vyko konsultacijos su Ekonominio bendradarbiavimo ir plėtros organizacijos atstovais bei VMVT kolegijos nariais.
Tikimasi, kad kompetentingos institucijos ūkinių gyvūnų veislininkystės srityje veiklos perleidimas Žemės ūkio agentūrai leis VMVT koncentruotis į kitų jai pavestų veiklos sričių administravimą, kontroliavimą ir skaidrinimą, o Žemės ūkio agentūrai skirti dar daugiau dėmesio ūkinių gyvūnų veislininkystės srities koordinavimui ir priežiūrai bei esant poreikiui ir efektyvinimui.
