Nuo spalio 1 d. keičiasi Viešojo valdymo agentūros pavaldumas – ji taps Vyriausybės įstaiga. Šiam Vidaus reikalų ministerijos siūlymui šiandien buvo pritarta Vyriausybės posėdyje.
Pasak vidaus reikalų ministrės Agnės Bilotaitės, sprendimu siekiama sklandžiai pasirengti Valstybės tarnybos pertvarkos įgyvendinimui, kuri palies visas šalies įstaigas, taip pat užtikrinti sistemingą viešojo valdymo formavimą ir tobulinimą ateityje.
„Ši Vyriausybė skiria ypatingą dėmesį valstybės tarnybos efektyvumui, aukštesnio statuso suteikimas Viešojo valdymo agentūrai buvo numatytas Vyriausybės programoje ir Valstybės tarnybos koncepcijoje. Ryžtingai judame į priekį – Agentūra turi tapti viešojo valdymo kompetencijų centru, turinčiu analitinius ir pokyčio valdymo pajėgumus. Vyriausybės įstaigos statusas dar labiau sustiprins jos nepriklausomumą, sprendimų nešališkumą, bus užtikrintos vienodos sąlygos visų valstybėje veikiančių įstaigų kokybiškam veiklos vystymui“, – sako Vidaus reikalų ministrė Agnė Bilotaitė.
Anot ministrės A. Bilotaitės, Agentūra turės ir daug platesnį veikimo bei atsakomybės lauką, bus atsakinga už valstybės įstaigų vadovų karjeros valdymą ir žmogiškųjų išteklių politikos įgyvendinimą. Be to, jai bus pavesta svarbi funkcija – rūpintis teigiamos viešojo sektoriaus įstaigų reputacijos nuosekliu formavimu bei talentų pritraukimu į valstybės tarnybą.
Ji taip pat rinks ir sistemins informaciją apie viešojo sektoriaus pokyčius, šalyje teikiamų administracinių ir viešųjų paslaugų kokybės ir prieinamumo stebėseną.
Seimo rudens sesijoje bus teikiami antrojo etapo Valstybės tarnybos pertvarkos projektai, kuriuose numatomi statutinių vidaus tarnybos pareigūnų, darbuotojų, dirbančių pagal darbo sutartį, diplomatų, prokurorų, teisėjų ir kt. viešojo sektoriaus darbuotojų atlygio sistemos pokyčiai.
Valstybės tarnybos pertvarka, o taip pat ir Agentūros perdavimas Vyriausybei yra vieni svarbiausių šios kadencijos Vyriausybės darbų.
