Šiuo metu atnaujintas Nacionalinis energetikos ir klimato srities veiksmų planas 2021–2030 m. (NEKSVP) yra pakartotinai pateiktas derinti su visuomene ir socialiniais partneriais. Šiandien surengtame Žemės ūkio ir miškininkystės dekarbonizacijos darbo grupės susitikime aptarti atlikti NEKSVP atnaujinimo darbai, pristatytos žemės ūkio ir žemės naudojimo, žemės naudojimo keitimo ir miškininkystės (LULUCF) sektorių priemonės, turinčios įtakos nacionaliniams klimato kaitos švelninimo tikslams.
Sutarimo, kaip iki 2030 m. sumažinti šiltnamio efektą sukeliančių dujų išmetimus 21 proc., palyginti su 2005 m., trejus metus kartu ieškojo Žemės ūkio, Aplinkos, Susisiekimo, Energetikos bei Ekonomikos ir inovacijų ministerijos. Žemės ūkio sektoriui numatytas tikslas sumažinti emisijas 11 proc. iki 2030 m., palyginti su 2005 m. Remiantis atliktu NEKSVP priemonių modeliavimu, šis tikslas turėtų būti pasiektas.
Rengiant NEKSVP buvo sukurtos 8 darbo grupės. Iš viso šiame procese dalyvavo 300 socialinių partnerių, gauta beveik 600 pasiūlymų, atrinkta 300 priemonių, iš kurių efektyviausiomis įvardintos 126. Šios priemonės ne tik padės siekti Europos žaliojo kurso tikslų, bet ir skatins būti konkurencingiems, atsisakyti iškastinio kuro, keisti vartotojų elgseną.
Preliminariais skaičiavimais, visoms NEKSVP numatytoms priemonėms įgyvendinti iki 2030 m. iš viso reikės per 31 mlrd. eurų privačių ir viešųjų lėšų. Šiuo metu jau suplanuota daugiau nei 10 mlrd. eurų viešųjų investicijų, kurios pritrauks daugiau nei 7 mlrd. eurų privačių investicijų. NEKSVP priemonėms finansuoti iš viso reikės papildomai beveik 4 mlrd. viešųjų lėšų.
NEKSVP, kuris 2023 m. liepos mėn. buvo pateiktas derinti Europos Komisijai, galutinai turėtų būti patvirtintas artimiausiu metu.
Atnaujintam NEKSVP pastabų iš visuomenės ir socialinių partnerių bus laukiama iki rugpjūčio 5 d.
Žemės ūkio priemonės – emisijoms mažinti ir CO2 kaupimui didinti
Iš įvairių organizacijų atstovų ir suinteresuotų asmenų sudaryta Žemės ūkio ir miškininkystės dekarbonizacijos darbo grupė rūpinosi, kad į atnaujinamą NEKSVP būtų įtrauktas žemės ūkiui geriausiai tinkantis priemonių rinkinys.
Pasak žemės ūkio ministro patarėjos Kristinos Simonaitytės, Žemės ūkio ministerijos indėlis į atnaujinto NEKSVP rengimą, prasidėjusį dar 2021 m. pabaigoje, tikrai didelis. Derinimo procesas buvo ilgas ir kupinas iššūkių. Per pastaruosius metus žemės ūkio sektoriaus ir LULUCF žemės ūkio dalies priemonių krepšelis keitėsi nežymiai, bet buvo perskaičiuotas priemonių efektas, žemės ūkio sutaupymai. Kai kurios priemonės taip pat buvo patikslintos atsižvelgiant į Europos Komisijos pateiktas pastabas NEKSVP projektui.
Žemės ūkis, kitaip nei kiti sektoriai, prisideda ne tik prie ŠESD emisijų mažinimo, bet ir prie CO2 kaupimo. Dalis numatytų priemonių turi dvejopą poveikį – mažina ŠESD emisijas ir didina CO2 kaupimą.
Žemės ūkio ir LULUCF sektoriuose planuojama įgyvendinti 36 priemones, susijusias su žemės ūkiu. Iš jų 27 padės taupyti ŠESD, 9 – kurą ir energiją, o dar 9 bus skirtos viešoms investicijoms.
Didžioji dalis NEKSVP priemonių žemės ūkio bei LULUCF sektoriuose yra įgyvendinamos per Lietuvos žemės ūkio ir kaimo plėtros 2023-2027 m. strateginį planą. „Jame numatytos priemonės yra daugiausia savanoriškos, todėl labai svarbu užtikrinti, kad jos būtų populiarios, ūkininkai jose dalyvautų ir prisidėtų prie tikslų siekimo“, – sakė K. Simonaitytė.
Atsižvelgus į 2023 m. pasėlių deklaravimo rezultatus, Strateginis planas buvo kelis kartus keistas – kai kurių svarbių į NEKSVP įtrauktų priemonių (neariamųjų technologijų plėtra, tarpinių pasėlių ir augalų kaitos skatinimas) apimtys gerokai išaugo, tad tai neišvengiamai atsispindėjo ir NEKSVP.
Taip pat į NEKSVP įtrauktos ir dvi naujos Strateginio plano priemonės, skirtos pievų išsaugojimui ir atkūrimui.
