Žemės ūkio ministerija ragina suskubti ūkininkus, kurie sukūrė, bet dar nepatvirtino savo paraiškų – žemės ūkio naudmenų ir pasėlių deklaravimas truks iki liepos 1 d. pabaigos.
VĮ Žemės ūkio duomenų centro (ŽŪDC) duomenimis, iki 2024 birželio 28 d. ryto patvirtintos 111 088 paraiškos, deklaruotas 2 800 294,54 ha plotas. Sukurtų, bet dar nepatvirtintų, paraiškų yra 1317, įbraižytas plotas –104 813,05 ha.
Bendras 2024 m. įbraižytų laukų plotas yra 2 905 107,59 ha arba 100,03 proc., palyginti su praėjusiais metais deklaruotu plotu (2023 m. 116 168 pareiškėjai deklaravo 2 904233,22 ha).
ŽŪM primena, kad pasibaigus deklaravimo laikotarpiui, paraiškos galės būti priimamos tik tais atvejais, kai vėlavimą lėmė nuo pareiškėjo valios nepriklausančios aplinkybės – nenugalimos jėgos (force majeure) ar išimtinės aplinkybės. Tokiais atvejais pareiškėjas ar jo įgaliotas asmuo per 15 darbo dienų nuo tos dienos, kai sužinojo arba galėjo sužinoti apie nuo pareiškėjo valios nepriklausančias aplinkybes, bet ne vėliau kaip iki einamųjų metų spalio 1 d., seniūnijos darbuotojui kartu su paraiška pateikia prašymą priimti pavėluotai teikiamą paraišką ir vėlavimo priežasties pagrindimo dokumentus. Seniūnijos darbuotojas į Paraiškų priėmimo informacinę sistemą (PPIS) įveda paraiškos duomenis ir taip ji patvirtinama.
Vėlavimo priežasties pagrindimo dokumentai PPIS neregistruojami, o jų originalai siunčiami paštu Nacionalinei mokėjimo agentūrai (NMA). Pareiškėjas gali pats pateikti paraišką, ją užpildydamas PPIS, o prašymą priimti pavėluotai teikiamą paraišką ir vėlavimo priežasties pagrindimo dokumentus išsiųsti paštu NMA. Gavusi minėtus dokumentus NMA priima sprendimą dėl vėluojančios paraiškos.
Po spalio 1 d. paraiškos bet kokiu atveju nebus priimamos.
Dėmesys – valstybinės žemės deklaravimui
Nuo 2022 m. sugriežtinus valstybinės žemės deklaravimo tvarką, neturint nuomos sutarties arba suteiktos teisės laikinai naudotis valstybine žeme jos deklaruoti nebeleidžiama.
Tačiau pasitaiko atvejų, kai dėl ne visai tikslių valstybinės žemės duomenų ne visa teisėtai naudojama valstybinė žemė įkeliama į žemės ūkio valdas ar atvaizduojama PPIS. Šios informacijos patikslinimas Nacionalinėje žemės tarnyboje prie Aplinkos ministerijos (NŽT) ir duomenų perdavimas ŽŪDC užtrunka. Taigi ūkininkai deklaruoti naudmenas valstybinėje žemėje gali tik tuomet, kai NŽT atnaujina žemdirbiams laikinai suteiktų valstybinės žemės plotų sluoksnį, o ŽŪDC patikslina duomenis Žemės ūkio valdų registre ir juos integruoja į PPIS.
Vis dar pasitaiko ir tokių plotų, kuriems yra išduotas NŽT laikinas leidimas vienam asmeniui, o ilgalaikė valstybinės žemės nuoma sudaryta ir Registrų centre registruota kito asmens. Tokiu atveju, NŽT patikslinus laikinų leidimų naudotis valstybine žeme grafinius duomenis, juos perdavus ŽŪDC ir atlikus patvirtintos paraiškos duomenų keitimą, tokius plotus galės deklaruoti asmenys, kurie turi sudarę ilgalaikę valstybinės žemės nuomą. Tokiais atvejais pareiškėjai paraiškos duomenis galės keisti PPIS dar 10 kalendorinių dienų po deklaravimo pabaigos (po liepos 1 d.) ir apie tokius pakeitimus turės informuoti NMA.
